해양안전 체험교육 개선 방안에 관한 연구

Abstract

해양산업의 급속한 성장과 더불어 해양 활동이 다변화됨에 따라 해양 안전사고의 발생 빈도 또한 증가하고 있다. 해양 안전사고는 육상 사고와 달리 기상, 해류, 조류 등 복합적인 자연·물리적 요소로 인해 구조 및 복구가 어려우며, 인명 피해로 이어질 가능성이 높아 이에 대한 사전 예방과 신속한 대응 능력의 중요성이 부각되고 있다. 이러한 배경 속에서 국민의 해양 안전의식 제고와 실질적인 대처 능력 향상을 위한 체험 중심의 대국민 안전 교육이 절실히 요구되고 있다. 이에 해양경찰청은 직속 기관인 해양경찰교육원에서 해양안전 체험교육장인 해양안전체험관을 운영하여 신임경찰 과정 및 일반 국민을 대상으로 선박사고, 연안사고, 갯벌고립, 해상조난 등 다양한 해양사고 유형을 바탕으로 해양안전 체험 교육을 실시하고 있다. 본 연구는 해양경찰청 직속 기관인 해양경찰교육원이 운영하는 해양안전 체험교육 프로그램을 중심으로, 해양안전 체험교육의 질적 향상을 위한 개선 방향인 해양안전 체험교육 운영 활성화 방안을 도출하고 실제 적용을 통해 실습형 교육의 효과성과 필요성을 검증하며, 특히 가상현실(VR)과 같은 기술 융합형 교육 콘텐츠가 해양안전 문화 확산과 재난 대응 체계 구축에 기여할 수 있는 가능성을 연구하고자 한다.|With the rapid growth of the maritime industry and the diversification of maritime activities, the frequency of maritime safety accidents is also increasing. Unlike land accidents, maritime safety accidents are difficult to rescue and recover from due to complex natural and physical factors such as weather, ocean currents, and tides, and they have a high potential to lead to casualties. Consequently, the importance of proactive prevention and rapid response capability is being highlighted. Against this background, there is an urgent need for experience based public safety education to enhance the public's maritime safety awareness and practical coping abilities. In response to this, the Korea Coast Guard operates the Maritime Safety Experience Center, an experiential education facility, at the Korea Coast Guard Academy, which is a directly affiliated institution. It conducts maritime safety experience education for new police officers and the general public, based on various types of maritime accidents such as vessel accidents, coastal accidents, tidal flat entrapment, and distress at sea. This study focuses on the maritime safety experience education program operated by the Korea Coast Guard Academy, a directly affiliated institution of the Korea Coast Guard. It aims to identify ways to vitalize the operation of maritime safety experience education which are proposed as directions for qualitative improvement of the education and to analyze the effectiveness and necessity of practical training through actual application. Specifically, the study intends to research the potential for technology convergence educational content, such as Virtual Reality (VR), to contribute to the spread of a maritime safety culture and the establishment of a disaster response system.
