Abstract

It has a significant meaning to study the phase of policy agenda setting in policy process. For the policy agenda setting is essentialty part of policy-making process and exerts an effect upon the whole of policy process, depending on the nature of policy agenda setting process. And the concretized alternative plan serviceable to policy-making is generated. The purpose of this study is to comprehend what process the policy agenda was set via through a case study on the privately-invested station building construction policy which was led by the Office of National Railroads. There exists difficulty in applying to the American model of theory the policy agenda setting process of the same case promoted by the initiative of government in a relatively high authoritative era as Korea stands. But, since this researcher's ability is lacking in developing a new model of theory this study aimed at studying the policy agenda setting process through the analysis of cases on the vasis of the existing theories on policy agenda setting process. First of all, the meaning and importance of policy agenda setting, theories of approach to it and theories on the paradigms of policy agenda setting process are outlined in Chapter 2. And, of there paradigms theories on the paradigms of policy agenda setting process by Cobb, Ross and Ross are adopted as the theories suitable for the cases of this study and set down as the applicatory model. In chapter 3 the study on case relevant to process agenda setting process are made, the privately-invested station building construction policy is adopted as its case, the case is composed of the background, contents, and process of the Privately-invested station building construction promotion, and the model (paradigm) of Cobb's theory is applied to them and analyzed. The case is the inside access model of the policy agenda setting processes by Cobb and Ross as a result, and its characteristics are as follows; First, Cobb, etc said that formal agenda is established concurrently with issue initiation, namely, policy proposal initiation, but it could be seen that formal agenda issue was not established concurrently with policy proposal initiation. Second, it is said that the activity of expansion is not required in inside access model, but it was thought that the activity of expansion is much needed in the policy agenda setting process relevant to the case study. Third, inside access model see that the stady of initiation is regaraded as that of being put on the agenda as the agenda of chief policy and is understood to the institution in charge of matters concerned, but in case that there are many competent institutions, it comes to be regarded as entry into the competent instituition, the final policy-malker. Since suggesting the orientation of policy agenda setting of governmental initiative in Korea is greatly fragmentary, it is thought that the need for additional study on it will have to proceed further. Accordingly, To elucidate the task in the future study on policy, it is as follows: First, since most of policies in Korea have been made by govenment, the policy-initiative group of Korea, it is thought that a case research on the policy agenda setting of governmental initiative will be conducted. Second, even though the study on policy have thus far been made actively, a study on policy agenda setting process will be further activated for development of Korean model relevant to policy agenda setting process. Third, since governmental bureaucrats have taken initiative in most of Korean policy of various kinds, the study on the behavioral analysis of the policy agenda setting by bureaucrats will be made in the future. Fourth, since people's non-compliance with governmental policy in the process of democratization in Korea does frequently occur, a study on the strategy of securing people's compliance with governmental policy will have to be activated. Even though the several abore-mentioned suggestions may be part of suggesting the orientation of policy agenda setting process model, it is expected that they will be helpful in the study on policy. And it is thought that even more efforts will be concentrated on the study relevant to policy agenda setting process in the future.
