전남동부지역에서의 산재예방시설자금(보조금) 지원실태 및 지원방식에 관한 사업장 투자경향에 관한 조사연구
- Abstract
- Since the year of 1984, Korean government has developed several kinds of financial support programs for small size enterprises. One of the main program called "the CLEAN workplace program" has been greatly expanded during recent years. This study was conducted to review the financial support status by this program in east chonnam province area, Korea during 2002-2004, and to evaluate the appropriateness of financial support scheme of this program by survey for industries that have participated in this program.
The results of this study were as follows.
1. The total number of 322 enterprises have participated in the Clean workplace program and the total amount of financial support was 3.26 billion won during 2002-2004 in east Chonnam province area. The average of financial support was 10.126 million won for an industry. The number of items requested for financial aids was 5.4 at each industry.
2. The survey result showed that 78% of surveyed industries responded "overall satisfaction for the program". Battery-operated forklift, ventilation systems, walkway renovation, and renovation of workplace floor was ranked high priority in the survey result for items satisfied by employers.
3. Employers are willing to increase the amount of financial aide, if the policy for matching fund is changed to be proportional to the amount of financial aide up to 20% in the survey result. However, if the policy for matching fund is increased more than 30% of total finance, the application rate would estimated to be decreased.
4. Main reasons and/or major considering points were workers' complaints, productivity, their own financial capability.
5. Most critical factor to choose the items for financial support was the total amount required for each item.
6. If the matching fund policy was the fixed rate of 20%, some of employers would have not applied for this program, especially for renovation of workplace floor, ventilation systems, and noise reduction facilities in series.
7. More than 72% of surveyed employers want to participate in additional financial aide in the future.
