기동전 수행의 원리에 관한 연구

Abstract

본 논문의 목적은 열세군(劣勢軍)이 우세군(優勢軍)을 상대로 하여 전쟁에서 승리하는 비결을 알기 위하여 기동전 수행의 원리를 연구하는데 있다. 이 목적을 달성하기 위하여 제기하는 문제는 다음의 3가지이다. 첫째, 열세군이 우세군을 상대로 하여 승리하는 전쟁이론이 무엇인가? 둘째, 기동전이 어떠한 것인가? 셋째, 그 기동전수행의 원리가 무엇인가? 본 논문의 연구범위는 먼저 기동전에 관하여 주요 전략사상가와 선행 연구자들이 제시한 핵심요소와 원리를 고찰하였다. 또한 세계의 전쟁사 가운데 몇 개의 대표적인 기동전 사례를 깊이 있게 연구하여 전승에 필요한 공통적인 요소를 발췌하였다. 그리고, 기동전 수행에 필수적인 핵심요소별로 그 원리를 연구하고, 이를 과학적 이론과 법칙으로 입증하였다. 본 논문의 연구방법은 문헌조사와 사례연구 결과를 기존의 철학적, 심리학적, 과학적 이론 및 법칙과 대조하여 증명하도록 하였다. 문제에 관한 분석의 전개과정은 우선 주요 전략사상가와 선행 연구자들이 주장한 기동전 이론을 고찰하여, 그들이 제시한 기동전수행의 핵심요소를 발췌하였다. 그 다음에 대표적인 기동전 사례(史例)를 연구한 결과 기동전수행에 필요한 추가적인 핵심요소를 선정하였다. 그리고 이들의 핵심요소를 종합 및 통합하여 기동전 수행에 필수적인 핵심요소를 도출하였다. 이렇게 도출된 핵심요소별로 철학적, 심리학적, 물리학적 및 사회과학적 이론과 법칙으로 그 원리를 입증하였다. 그리하여 각 핵심요소별 기동전수행의 원리를 종합하여 전체적으로 기동전수행을 지배하는 원리를 발견해 내도록 하였다. 본 논문을 연구한 결과는 다음과 같이 정리할 수 있다. 우선적으로, 주요 전략사상가의 이론 즉「손자」의 병법,「풀러(J.F.C. Fuller)」의 마비이론, 「구데리안(H. Guderian)」의 전격전이론, 「리델.하트(B.H. Liddel Hart)」의 간접접근 전략이론을 고찰하였다. 이어서 선행 연구자들의 이론 즉,「심킨(Richard E. Simpkin)」,「레오나드(Richard R. Leonhard)」,「보이드(John. Boyd)」,「후커(Richard D. Hooker)」와 노양규 등 국내 연구자들의 연구내용을 고찰하였다. 그리고, “기동전은 적보다 상대적으로 우수한 기동성을 수단으로 하여 적을 물리적, 심리적으로 마비시킴으로써 정신적으로 굴복시켜 최소의 희생으로 단기간 내에 승리하고자 하는 정규 전쟁의 한 형태”라고 정의하였다. 또한 기동전 수행의 핵심요소로 주도권 장악, 속도, 우세(집중), 기습, 기세(氣勢), 조직체계 마비 및 조직심리 마비의 7개 요소를 발췌하였다. 그리고 대표적인 5 개의 기동전 사례를 연구한 결과 앞선 7개 핵심요소 외에 정신전력과 정보능력의 2개 요소를 추가로 선정하였다. 그 다음에 이 핵심요소들을 종합하고 통합하여, 기동성을 수단으로 적을 마비시키는 방법에 맞는 5개 핵심요소를 도출하였다. 그 5개 핵심요소는 주도권 장악, 속도, 우세획득 및 기습달성, 조직체계 마비 그리고 조직심리 마비이다. 주도권 장악은 자주적인 의사결정과 이를 실행하는 작전행동이 적보다 선행되어야 한다. 즉, 선제적인 의사결정과 작전행동으로 적으로 하여금 아군의 의도대로 끌려오게 만드는 것이다. 이 주도권 장악을 위해서는 적보다 우수한 정보능력이 기초가 되며, 기동전 수행간 전략적·작전적 정보가 적시적으로 제공되어야 한다. 속도는 전장에서 시간의 개념으로 전환된다. 고속으로 진행되는 작전행동으로 적에게 동시다발적인 상황과 사태의 변화를 일으키면, 적의 최고사령부가 부정확한 정보의 홍수 속에서 사태의 진상을 정확하게 파악하지 못할 뿐만아니라, 적이 예상치 못한 상황의 전개로 말미암아 적의 인식이 따라오지 못함으로써, 어떠한 조치도 취할 수 없는 상태가 되어 적의 최고사령관의 심리가 교란되는 것이다. 적의 후방으로 종심깊게 진격하는 전략적·작전적 기동부대의 속도에 아군의 충천하는 사기가 승수효과를 발휘하여 질풍노도와 같은 기세(氣勢)를 형성하고, 이어서 이러한 기세가 적에게 공포와 공황을 일으켜 마침내 적의 사기가 붕괴되는 것이다. 이와 같이 전장에서 발휘되는 기동속도는 적의 심리적 중심(重心)으로 지향되어 적의 사기를 붕괴시키고, 적의 최고사령관의 의지를 굴복시키게 된다. 속도를 이용하여 적의 결정적인 약점에 시간적인 집중을 하여 상대적인 우세를 획득하고, 기습을 달성함으로써 전력비를 역전시킬 수 있다. 기습은 적의 정서에 충격을 주어서 적의 이성과 지각을 마비시킴으로써 어떠한 대응행동도 할 수 없게 되므로 전력의 균형을 전복시킬 수 있는 것이다. 인체공학의 과학처럼 고속기동과 경제적인 화력의 운용으로 적의 지휘통제 체계와 군수지원 체계 등 각 종 조직체계를 마비시키면, 적의 명령과 보고체계가 마비되어 비록 수적으로 우세한 적도 무용지물이 되는 것이다. 전장에서 군대는 최고조직의 군중이다. 군중심리는 본능과 무의식과 암시에 따라 집단행동으로 표출되며, 이성보다 감성에 의해 지배된다. 전장에서 아군이 주도권을 장악한 가운데 적의 심리적 중심을 향해 속도를 발휘하고, 적의 조직체계를 마비시키고 기습을 달성하면, 적의 장병들은 생존본능이 발동하여 군중심리에 휩싸이게 되어 불안과 공포 및 공황의 늪에 빠지게 된다. 여기에 적의 심리적 중심을 지향하는 아군의 고도의 심리전이 병행된다면 적의 조직심리는 마비되어 사기가 붕괴되고, 적의 군대조직이 붕괴되는 것이다. 최종적으로, 앞 장의 각 핵심요소별 원리의 연구결과를 종합하여 기동전 수행을 전체적으로 지배하는 원리를 발견하였다. 즉, 시간중심의 사고를 바탕으로 적의 조직심리에 변화를 일으키는 속도 있는 작전을 수행함으로써 적을 물리적, 심리적으로 마비시키는 것이 원리인 것이다. 그러므로 기동전 승리의 원리는 시간과 조직심리의 함수관계로 풀어야 할 마비전의 원리인 것이다. 이 연구 결과 군은 앞으로 기동전이론을 기반으로 자주적인 전략수립은 물론 군사교리 정립과 이를 수행할 군사력을 건설하도록 추가적으로 발전시켜야 할 것이다.| The purpose of this paper is to study the principles of maneuver warfare in order to understand how an inferior force triumphs over a superior force in war. To achieve this objective, three questions are examined: First, what is the warfare theory by which an inferior force triumphs over a superior force? Second, what is maneuver warfare? Third, what are the principles of maneuver warfare? This paper starts by investigating key factors and principles of maneuver warfare presented by major strategic thinkers and preceding researchers. Also, from the world military history, several exemplary cases of maneuver warfare are analyzed to identify common factors for victory. In addition, principles for successful maneuver warfare are investigated in accordance with each key factor and proved through scientific theories and laws. The methodology utilized in this paper compares and contrasts literature reviews and case study results with existing philosophical, psychological, and scientific theories and laws. The results of this syudy can be summarized as follows. Following the introduction examines the theories of influential strategists including Sun Zi's "Art of War", J.F.C. Fuller's Paraysis Warfare, H. Guderian's Blitzkrieg, and B.H. Liddell Hart's "Indirect Approach" strategy. Then the study investigates theories of preceding scholars including Richard E. Simpkin, Richard R. Leonhard, John. Boyd, and Richard D. Hooker as well as domestic scholars such as Yang-Gyu Noh. It begins by defining maneuver warfare : "maneuver warfare is a form of conventional warfare that defeats the enemy mentally leading to a swift victory with minimum casualty by taking advantage of one's superior maneuveravility as a means to paralyze the enemy phisically and psychologically". In addition, it selects the ability to take initiative, speed, dominance, surprise attack, momentum, paralysis of organization structure, and paralysis of organizational psyche as the seven key factors in conducting maneuver warfare. It also adds mental strength and intelligence capability as two additional factors based on the study of five case studies of maneuver warfare. Next, it integrates these factors to extract five key factors in using maneuverability as a means to paralyze the enemy, that is, a means well-suited for the concept of maneuver warfare. Those five factors are the ability to take initiative, speed, ability to accomplish superiority and carry out surprise attack, paralysis of organization structure, and paralysis of organizational psyche. The ability to take an initiative requires carrying out autonomous decisions and executing operations that implement those decisions ahead of the enemy. In other words, it is to force the enemy to follow the course of action intended by friendly forces by executing preemptive decisions and operations. Securing this ability is based on intelligence capability superior to that of the enemy and requires timely provision of strategic/operational intelligence during maneuver warfare. In the battlefield, speed is converted into the concept of time. Swiftly executed operations can create a rapid change of situation so that the enemy may not only cause its headquaters to inaccurately understand the real state of battlefield in the fiood of misleading intelligence, but also cause the enemy to lose grasp of the situation due to the unexpected tide of events and become incapable of taking appropriate actions, deranging the enemy commander. The speed of strategic and operational task forces advancing deep into the enemy's rear generates a sinergy effect in raising morale of friendly forces and developing an insurmountable momentum, which instills fear and panic within the enemy, breaking down their morale. The speed of maneuver targeting the psychological center of gravity can break down the morale of the enemy troops and the willingness of the enemy commander. Strategic force ratio can be reversed through obtaining relative superiority and accomplishing successful surprise attack by utilizing speed to concentrate on the enemy's critical weakness. Surprise attack disturbs the enemy's psyche, paralyzing the rationality and judgement of the enemy and thus rendering the enemy unable to respond and tips the balance on the strategy scale. Using physiology as an example, the paralysis of various enemy structures such as command and control system and logistics support system, through high-speed maneuvers and efficient operation of fire power, neutralizes the enemy's command and reporting system, rendering the enemy powerless even with superiority in numbers. In the battlefield, the military force is the mass at the highest level of organization. Mob psychology can be expressed in a form of mass behavior in accordance to instinct, unconsciousness, and intimation, and mass behavior is governed by emotion rather than by reason. With the initiative, if friendly forces blitz toward the enemy's psychological center of gravity at the battlefield, paralyze the enemy structure, and accomplish surprise attacks, enemy forces become subject to mass psychology, falling into a state of panic, as the fight-or-flight reaction kicks into effect. If the highest level of psychological warfare towards the enemy's psychological center of gravity is conducted simul- taneously, it would paralyze the enemy's organizational psychology destroying their morale as well as military organizations. Finally, the overarching principle governing maneuver warfare is determined through synthesizing the results of the principles for each key factor. The results reveal that the principle is to phisically and psychologically paralyze the enemy by executing blitzkrieg operations that affect enemy's organizational psychology based on the time-centered thinking. Therefore, the principle of winning maneuver warfare is that of paralysis warfare, which needs to be solved by the funtion of time and organizational psychology. In conclusion, the military should establish autonomous military strategy and doctrine based on maneuver warfare theory in the future and develop the military force capable of executing maneuver warfare.
