한반도 안보환경과 한미 연합연습ㆍ훈련 변화에 관한 연구

Abstract

본 논문은 한미 연합연습ㆍ훈련 변화를 국내ㆍ외 안보환경(국제적 요소, 동북아 및 한반도 주변 요소, 국내적 요소)과의 연관성을 중심으로 한미 연합 연습ㆍ훈련의 발전 방향을 제시하는데 목적을 두고 있다. 본 논문의 핵심내용 은 “향후 국내ㆍ외 안보환경을 전망해 보았을 때 한미 연합연습ㆍ훈련은 어 떻게 발전해 나가야 하는가?”에 대한 방향성 제시이며, 냉전기의 한미 연합연 습ㆍ훈련은 국내ㆍ외 안보환경의 영향을 받아 강화된 것에 대비하여 탈냉전 시기부터 신냉전 초기까지는 북한의 핵 위협에도 불구하고 다른 안보환경과 복합적인 작용으로 감소추세에 있었던 현상에 기인하여 분석하였다. 본 논문 은 한미 연합연습ㆍ훈련의 발전 방향을 제시하기 위해 1953년 6ㆍ25전쟁 이 후부터 2021년까지의 한미 연합연습ㆍ훈련의 변화와 안보환경을 정리하였다. 시기별로 안보환경의 국제적 요소, 동북아 및 한반도 주변요소, 국내적 요 소를 한미 연합연습ㆍ훈련에 영향을 미치는 요인으로 보고 연대별로 각 요소 별 주요 요인을 도출하여 한미 연합연습ㆍ훈련의 규모와 기간변화와의 연계 성을 살펴보았다. 상기 제시한 안보환경의 3가지 요인을 분리, 통합하여 한미 연합연습ㆍ훈련 과 연관성을 분석해보고 각 요소가 복합적으로 작용하여 한미 연합연습ㆍ훈 련의 변화에 영향을 주었다는 것을 알 수 있었다. 국제적 요소는 주요 안보이슈의 관련 지역이 한반도와 인접해 있을수록 한미 연합연습ㆍ훈련에 직접적인 영향을 미쳤으며 그렇지 않은 경우에는 간 접적인 영향을 미쳤다. 동북아 및 한반도 주변 요소와 국내 요소는 대부분 직 접적인 영향을 주었다. 향후 안보환경을 전망했을 때 국제적 요소인 미ㆍ중 패권경쟁은 지정학적 측면에서 한반도에 직접적인 영향을 미칠 가능성이 높을 것으로 전망하였다. 그리고 동북아 및 한반도 주변 요소인 북핵 문제는 직접적인 영향을 미칠 것 이며 특히, 북한의 핵 개발 완성은 국내적 요소인 국내 정치와 복합적으로 작 용하여 한국에게 또다시 딜레마적 상황을 강요할 것으로 전망하였다. 과거 탈냉전 시기의 북한의 핵 개발도 국내ㆍ외 안보요소와 복합적으로 작용하며 한국에게 딜레마적 상황을 강요하였다. 그 당시의 딜레마에서 한국 의 선택은 한미 연합연습ㆍ훈련은 약화시키고 북한과 대화를 통해 합의하는 대응방안을 선택하였다. 앞으로의 딜레마 상황이 과거와 다른 점은 미국은 중국과 패권경쟁을 하 고 있고 친중국 성향의 북한은 핵 개발을 완성하고 미 본토까지 타격할 수 있는 투발 수단 또한 확보할 것이라는 점이다. 이러한 관점에서 다가오는 딜 레마에서는 어떠한 선택을 하는 것이 국가안보에 유익한 결정인지에 대해 의 견을 제시하였다. 결론적으로 국가안보의 근간인 한미 연합방위태세를 바탕으로 직접적인 위협이 된 북한의 핵 위협에 대응할 수 있고 한미동맹을 강화할 수 있는 방 향으로 한미 연합연습ㆍ훈련이 발전되어야 한다는 것이다. 끝으로 본 연구는 군사보안, 정치와 관련된 문제로 제약이 많았다. 그리고 전작권 전환, 북핵 문제 등 현재 진행 중인 문제들은 변화하는 내용을 실시간 반영하기 어려웠고 연구범위를 한정 짓는 데에도 영향을 미쳤다. 그래도 변화 하는 안보환경에 따라 한미 연합연습ㆍ훈련이 국익에 기여 하는 방향으로 발 전할 수 있도록 연구가 지속 이루어져야 할 것이다.|The purpose of this thesis is to present the direction of development of ROK-US combined exerciseㆍtraining, focusing on the relationship between the domestic and foreign security environments(International factors, Northeast Asia and Korean Peninsula, and domestic factors). The key content of this thesis is to present the direction of “How should ROK-US combined exerciseㆍtraining develop when looking at the domestic and foreign security environments in the future?” In order to present the direction of development, this thesis summarizes the changes and security environment of the ROK-US combined exerciseㆍtraining from the Korean War in 1953 to 2021. This thesis viewed international elements of the security environment, elements around Northeast Asia and the Korean Peninsula, and domestic factors as factors influencing ROK-US combined exerciseㆍtraining. In addition, by deriving the main factors for each element for each regiment, the connection between the scale of the ROK-US combined exerciseㆍ training and the period change was examined. International factors directly affected the ROK-US combined exerciseㆍ training when the area where major issues occurred was adjacent to the Korean Peninsula. Otherwise, it had an indirect effect. Most of the elements around Northeast Asia and the Korean Peninsula and domestic factors directly affected it. When looking at the future security environment, the hegemonic competition between the U.S. and China, an international factor, will have a direct impact on the Korean Peninsula. and The North Korean nuclear issue, an element around Northeast Asia and the Korean Peninsula, will force South Korea into a dilemma. In the past, even during the post-Cold War period, North Korea's nuclear development forced South Korea into a dilemma. At that time, South Korea chose to talk to North Korea while weakening the ROK-US combined exerciseㆍtraining. In this dilemma, I presented my opinion on what kind of choice Korea makes is a profitable decision. In conclusion, with the growing influence of the U.S., an ally, and the completion of North Korea's nuclear development, the ROK-US combined exerciseㆍtraining should be developed in a way that can respond to North Korea's nuclear weapons and strengthen the Korea-U.S. alliance. Finally, this study had many restrictions on military security and political issues. And it was difficult to reflect the ongoing problems in real time. Still, research should be continued so that the Korea-U.S. joint exercise can develop in a direction that contributes to the national interest.
