컨설팅서비스품질이 BSC 관점의 경영성과에 미치는 영향

Abstract

The Small & Medium Enterprises (SEMs) is a basis of Korean industrial's ecological environment & should be protected & promoted under the Constitution. The recent rapid changes in international political economy & the recession, however, forced SMEs to face with increasingly complex situations & the continuous pursuit of momentum for sustainable growth became essential for their survive. The SMEs, as a response to these changes in global competitive environment, have attempted change & innovation in various ways for their survives. For SMEs, however, it is not easy task to develop & implement strategies following large companies due to, in their nature, lack of funds & experts. The constant supplementation & consolidation for the scarce resources are likely to create greater burdens & internalization of all resources is also inefficient. The consulting, an assistance by external experts, may be an alternative to complement such insufficient internal competence. Recognizing these shortcomings, the government, through SMEs Consulting Support Project, has reduced the consulting costs of SMEs & has solved the problem of professional worker shortage by matching consulting companies. From SMEs' point of view, however, the scale of support is small & is not enough to solve the problem in a reasonable time. More importantly, the question of whether this service actually contributes to the management performance of SMEs has been constantly raised. In order for consulting services to be effective, companies should accept & actively utilize the alternatives provided as a product of consulting. If such effectiveness problems & negative perceptions of consulting support projects are not resolved, the ecosystem & survival of not only SMEs asking for consulting service but also SME consulting companies, another SME, providing service mainly to SME may be threatened. It is very important task, therefore, for consulting service provider as well as their clients, to resolve the question about the effectiveness of consulting through investigating whether the consulting actually affects the management performance of SMEs & the process leading to the financial achievement, a final goal. The ultimate goal of consulting is improving management performance. The factors that make consulting affect the improvement of management performance are classified largely into consulting provider factor, consulting service factor, & company characteristic factor. This study focuses on the perceived quality of consulting service, which is the main indicator used when client companies evaluate the proposed solutions through consulting. The following research questions were developed in the process of reviewing related research. First, is consulting really effective in business performance? & what is the process of the valid impact? Second, considering the fact that the client company evaluates & applies the alternatives presented through consulting using the st&ard of consulting service quality, does the quality of the consulting service affect the performance of the business? The following research purposes were presented to acquire fundamental data used in improvement of management performance, an ultimate goal of consulting. 1) To apply the causality model of BSC perspective to demonstrate the performance of the business & statistically identify the processes leading to the non-financial achievement to financial one. 2) To examine the impact of consulting service quality on non-financial achievement (management improvement) due to consulting. 3) To measure the quality of consulting service perceived by the client company by applying KS-SQI model & separating them into process quality & consequence one & investigate the magnitude of effect statistically. This study, through these research purposes, intended to contribute to the field addressing relationship consulting & management performance, to provide fundamental data to develop a methodology to performance assessment balanced in terms of consumer's perspective, & to provide practical implications to improve management performance of client company. For the purpose, the variable & measurement tools were defined to satisfy the purpose of this study by systematically organizing concepts & theories about perceived consulting service quality & BSC-based management performance through the theoretical background & previous research of the main concepts related to this study. The perceived consulting service quality is, based on the KS-SQI model which includes the concept of overall satisfaction, divided into process quality & consequence quality. The BSC model was applied for the measurement of management performance & the consulting performance or the management performance through consulting were studied. The samples were the SMEs receiving consulting under SMEs Consulting Support Project. The structured questionnaires developed based on the concept & measurement tools defined by reviewing the previous studies were sent online & via e-mail. The causal relationship between the effects of perceived consulting service quality on BSC-based management performance was analyzed to find the path & influence through structural equations. Considering that the purpose of this study was to identify the long-term impacts of the consultation rather than the short-term achievements, the subjects of this study were those companies that had been consulted before one or two years through the SMEs Consulting Support Project. 272 questionnaires date from the collected data were used in empirical analysis using SPSS 23.0 & AMOS 23.0. The results of this study are as follows: First, the non-financial performances (performances in terms of learning & growth & of consumer perspective) had significant effects on financial performance, & as with previous studies whose results are mixed, the causal relationship among each perspective of BSC was confirmed relationship with management performance through consulting though some hypotheses were rejected. The strategic paths, especially, where the consulting is resulted in learning & growth perspective performance → internal process perspective performance → consumer perspective performance were confirmed thoroughly, indicating the significant effect of consulting on management performance. Second, a significant relationship between perceived quality of consulting service & non-financial performance was confirmed, most of which were consistent with previous studies & logical inference. The result quality, particularly, had stronger effect on management improvement than process quality, & a significant effect on learning & growth perspective, internal process perspective, & customer perspective performance, which were nonfinancial achievements of BSC perspective were confirmed, demonstrating the relationship between consulting service quality & management performance. Third, the difference in the effect of inter-group path according to the type of consulting was shown to be statistically significant, & a case where the management improvement was directly derived from the corresponding non-financial performance without regard to the general causal sequence of BSC or time was observed, providing practical implications. The strengths of this study are to attempt attempted theoretical approach to the management performance of the BSC perspective that is an aspect of the relationship between consulting & management performance & that was ignored in the associated studies & to confirm the main path of strategic map & provide supporting data for the companies that participated in SMEs Consulting Support Project & that did not adopt BSC. This study, in addition, in terms of policy, presented the fundamental data on policy development & a balanced performance evaluation methodology from the consumer's point of view for the SMEs Consulting Support Project. It is expected that these data are used as a useful fundamental data for future researchers & associated individuals in terms of policy & practice.|중소기업은 우리나라 산업 생태환경의 근간으로서 헌법에 따라 보호되고 육성되어야 한다. 하지만 최근 국제 정치경제의 급속한 변화와 지속적인 경기둔화로 중소기업은 점점 더 복잡하고 어려운 상황에 직면하게 되었으며, 지속성장 동력을 탐색하지 않으면 생존이 불가능하게 되었다. 이에 중소기업에서는 급변하는 글로벌 경쟁 환경에 대처하며 생존하기 위해 다양한 방법을 통해 변화와 혁신을 끊임없이 시도하고 있다. 하지만 자금과 전문인력 등의 자원이 부족할 수밖에 없는 중소기업이 대기업과 같이 중장기적인 관점에서 전략을 수립하고 실행한다는 것은 결코 쉬운 일이 아니다. 그렇다고 조직의 부족한 자원을 지속적으로 보충하고 강화하기에는 부담이 클 수밖에 없고 자원을 전부 내재화하는 것 또한 여러 가지 측면에서 효율적이지 못하다. 이 때 부족한 내부 역량을 보완하기 위해서 외부 전문가의 도움을 받을 수 있는 컨설팅이 좋은 대안이 될 수 있다. 이에 정부에서는 중소기업컨설팅지원사업을 통해 컨설팅비용 지원을 지원하여 중소기업의 부담을 경감해 주고 컨설팅사를 매칭하여 고질적인 전문인력 부족 문제를 해결해 주고 있다. 하지만 수요자인 중소기업입장에서는 지원규모도 적을 뿐만 아니라 적기에 당면한 문제를 해결하기에는 미흡한 실정이며, 무엇보다도 실제 중소기업의 경영성과에 기여하는지에 대한 실효성과 관련된 의문이 꾸준히 제기되어 오고 있다. 컨설팅서비스는 컨설팅의 결과로 제시된 대안을 수용하고 기업 내에서 적극적으로 활용하여야 비로소 성과로 나타나게 되는데 이러한 실효성 문제에 대한 해소와 컨설팅지원사업에 대한 부정적인 인식이 조속히 개선되지 않는다면 컨설팅이 필요한 중소기업은 물론 중소기업에 컨설팅서비스를 주로 제공하는 또 다른 중소기업인 중소컨설팅사 또한 생존에 위협이 될 수도 있다. 이에 컨설팅이 중소기업의 경영성과에 실제로 유효한지와 어떠한 과정을 통해 최종목표인 재무적 성과로 이어지는지에 대한 연구를 통해 컨설팅의 실효성에 대한 의문을 해소하고 컨설팅에 대한 인식을 개선하는 것은 컨설팅제공주체(컨설팅사)와 수진기업 모두에게 매우 중요한 과제이다. 컨설팅의 궁극적인 목적은 경영성과의 향상일 것이다. 컨설팅이 수진기업의 경영성과 향상에 영향을 미치는 요인은 크게 컨설팅 제공주체 요인, 컨설팅서비스 요인, 기업특성 요인으로 나누어 볼 수 있는데 본 연구에서는 컨설팅서비스 요인 중에서도 수진기업이 컨설팅을 통해 제시된 대안을 평가하고자 할 때 주로 사용하는 지표인 지각된 컨설팅서비스품질에 주목하였다. 이와 관련하여 선행연구를 검토하는 과정에서 첫째, 컨설팅이 경영성과에 실제적으로 유효한가? 그리고 유효한 영향을 미치는 과정은 어떠한가? 둘째, 수진기업에서는 컨설팅을 통해 제시된 대안을 컨설팅서비스품질로 평가하여 적용하고 있는데 그렇다면 컨설팅서비스품질에 따라 경영성과도 달라지지 않을까라는 연구문제를 제기하게 되었다. 이에 따라 컨설팅의 최종목표인 경영성과 향상을 위한 기초자료를 확보하기 위하여 다음과 같이 연구목적을 제시하였다. 첫째, 경영성과는 BSC 관점의 인과관계 모형을 적용하여 실증해 보고 비재무적 성과가 재무적 성과로 이어지는 과정을 통계적으로 규명하고자 하였으며, 둘째, 컨설팅서비스품질이 컨설팅으로 인한 비재무적 성과(경영개선)에 미치는 영향을 확인하여 컨설팅의 실효성을 규명하고자 하였으며, 셋째, 수진기업이 지각하는 컨설팅서비스품질은 KS-SQI 모형을 적용해 과정품질과 결과품질로 나누어 측정해 보고 통계적 영향 크기를 확인하고자 하였다. 이를 통해 컨설팅과 경영성과 향상 관련 연구에 기여하고, 수요자 관점의 균형 있는 성과평가방법론 개발을 위한 기초자료를 제시하며, 수진기업의 경영성과 향상을 위한 실무적 시사점을 제공하고자 하였다. 이러한 연구목적을 달성하기 위하여 본 연구와 관련된 주요개념들의 이론적 배경과 선행연구 고찰을 통해 지각된 컨설팅서비스품질과 BSC 관점의 경영성과에 관한 개념 및 이론을 체계적으로 정리하여 본 연구의 목적에 맞도록 각 변수들의 조작적 정의와 측정도구를 확정하였다. 지각된 컨설팅서비스품질은 전반적 만족도 개념이 포함된 KS-SQI 모형을 기반으로 과정품질과 결과품질로 구분하였으며, 경영성과에 관한 측정은 BSC모형을 적용하여 컨설팅성과 또는 컨설팅을 통한 경영성과의 향상 과정을 연구하고자 하였다. 중소기업컨설팅지원사업을 통해 컨설팅을 수진한 기업을 표본으로 추출하여 선행연구 고찰을 통해 정의한 개념 및 측정도구를 활용하여 구조화된 설문지로 온라인과 이메일을 통해 자료를 확보하고 정제과정을 거친 272부를 분석에 사용하였다. 자료를 검증한 후 지각된 컨설팅서비스품질이 BSC 관점의 경영성과에 미치는 영향과 BSC 관점 간의 인과관계를 구조방정식을 통해 경로의 방향과 영향력을 분석하였다. 특히 컨설팅을 통한 단기적인 성과보다 장기적인 영향 관계를 확인하고자 하는 본 연구의 기본 목적에 따라 정부지원 중소기업컨설팅지원사업을 통해 컨설팅을 수진한 후 1~2년이 경과한 기업을 대상으로 정하였으며 SPSS 23.0과 AMOS 23.0을 이용하여 통계적인 분석을 진행하였다. 본 연구의 결과를 정리하면 다음과 같다. 첫째, 비재무적 성과(학습과 성장관점 성과, 고객관점 성과)가 재무적 성과에 유의한 영향을 미쳤고, 일부 가설은 기각되었지만 다양한 결과가 존재하는 선행연구와 같이 BSC의 각 관점 간 인과관계가 있음이 확인되었다. 이는 컨설팅을 통한 경영성과와의 관계에서 확인된 결과로 컨설팅이 학습과 성장 관점 성과 → 내부프로세스 관점 성과 → 고객 관점 성과 → 재무적 관점 성과로 이어지는 전략적인 경로가 모두 확인되어 컨설팅이 기업의 경영개선을 촉진하고 이를 통해 재무적 성과에도 유효한 영향을 미치게 되는 일련의 과정을 발견하게 되었다. 둘째, 지각된 컨설팅서비스품질과 비재무적 성과간의 관계는 유의한 영향 관계가 있음이 확인 되었으며 이러한 결과는 대부분의 선행연구와 논리적 추론과 일치하였다. 특히 결과품질이 과정품질 보다 기업의 경영개선에 더 큰 영향을 미쳤고, BSC 관점의 비재무적 성과인 학습과 성장 관점 성과, 내부프로세스 관점 성과와 고객 관점 성과 모두에 유의한 영향 관계가 확인되어 컨설팅서비스품질과 경영성과의 관계를 실증적으로 규명하였다. 셋째, 컨설팅유형에 따른 집단 간 경로의 영향 차이가 통계적으로 유의하게 확인되었는데, 이는 BSC의 일반적인 인과관계 순서나 시차를 건너뛰고 컨설팅 주제와 관련된 해당 비재무적 성과에서부터 경영개선이 즉시 발생할 수 있는 사례가 확인되어 실무적 시사점을 제공할 수 있었다. 본 연구는 컨설팅과 경영성과와의 관계에 있어서 그간 연구가 부족했던 BSC 관점 간 인과관계를 적용하여 경영성과 향상 과정에 이론적 접근을 시도하였다는 점, BSC를 도입하지 않은 중소기업컨설팅지원사업 참여 기업에서도 전략맵의 주요경로를 확인하고 근거자료를 제시하였다는 점에서 의의를 찾을 수 있다. 또한 정책적으로는 정부지원 컨설팅지원사업에서 수요자 관점의 균형 있는 성과평가방법론 개발 및 정책 발전의 기초자료 제시하였고, 실무적으로도 컨설팅제공주체에 대한 품질 및 고객관계의 전략적 방향을 함께 제시하고 있다. 이와 같은 가치와 시사점이 후속연구자들과 정책적/실무적 관계자들에게 유용한 기초자료로 활용되기를 기대한다.
