初等學校 敎科專擔制의 運營 實態와 改選 方案 探索에 관한 硏究
- Abstract
- According to the questionnaire research conducted for incumbent teachers as to the extent to which the departmental system contributed to the educational field, it made a considerable contribution to the alleviation of workload, the normal operation of curriculum, the efficiency of curricular learning, the enhancement of teachers' specialty, etc.
Therefore, the original effect of the departmental system can be achieved if it is implemented by supplementing its partial deficiencies though this system being implemented at present may have its operational problem. The seven points made about it can be summarized as follows :
First, it is necessary that the departmental system continue to develop since it is accepted as the good system by all of teachers, children and children's parents.
Second, most schools allow the teacher in charge of the class to instruct the departmental subject-matter in case the departmental teacher misses his lessen. The lost school hours should be reinforced in addition to regular school hours so that the quality of school may not be lowered.
Third, there are many cases that the departmental system is operated against its original intention by interpreting its implementation only as the alleviation of the burden of high-grade teachers' school overload.
Therefore, it should be clearly recognized that the departmental system is aimed at the qualiratiue improvement of elementary school education through the alleviation of school overload.
Fourth, teachers show a negative attitude toward the assignment of departmental teachers while fulling admitting the need for the departmental system. The school authority should give careful consideration to departmental teachers in relation to school operation so that they may not be alienated in the partnership relationship between their fellow teachers and school children's parents.
Fifth, the subject-matter to which the departmental system is applied to the skill-centered subjects such as English, physical education, music, art and the like, and the teacher armed with the competence to instruct the departmental subject should be appointed as the departmental teacher.
Sixth, the innovative measures should be taken to attract departmental teachers so that the departmental system may operate for its original purpose. And the teacher training system and the teacher on-the-job truing system should be revised and strengthened to train departmental teachers.
Seventh, the departmental system makes a great contribution to the enhancement of teaching-profession specialty, the improvement of children's scholastic attainments, the amelioration of the quality of school, the alleviation of school workload and the like. Moreover, in order to achieve the original goal of the departmental system in a more effective and efficient way, the school authority should give active consideration to the securing of the special classroom for departmental school and the classroom dedicated to the departmental subject(laboratory), the improvement of departmental teachers' welfare, hee strengthening of solidarity between teaching members and so forth.
