Abstract

Since the community social welfare centers play a role of general welfare service provider despite their poor financial conditions and lack of the human resources, they are obliged to organize, guide and encourage people to a maximum degree. With such a conception in mind, this study was aimed at comparatively analyzing people's participations in the community social welfare centers' organized programs and thereby, suggesting the ways to activate the programs. To this end, Jangam General Social Welfare Center was sampled to review its organization committee members' participation in its programs and thereupon, survey people's accessibility to the organized programs. Based on the results of the analysis, the following measures to activate the organized programs can be suggested as follows; First, it is necessary to organize the programs targeting women. Second, it is essential to be self-reliant financially, securing a sufficient budget. Third, people's voluntary participation is important. Fourth, the role of the welfare centers as community problem-solving (community welfare) center should be reinforced. Fifth, it is deemed necessary to develop an education model to put into practice organized and localized welfare programs. Since the community welfare programs require solidarity and participation, they should not conflict or compete with other community organizations. Hence, such requirements should be taken into due consideration, when a localized community welfare program is organized based on the education model. Sixth, it is deemed essential to develop a program meeting people's interests and needs. Seventh, the community welfare centers should play a role as education and culture center, To be specific, they are requested to create an alternative culture against the harmful environment for children and juveniles, operate a personality cultivation program, rehabilitate adults and elderly people. To this end, it is desirable to integrate various education and culture programs with the social welfare services to establish a ground for life-long education and thereby, help improve people's life quality. Eighth, the community welfare centers are urged to reinstate their role as rehabilitation support center, design and manage a rehabilitation program for jobless people. Namely, they should provide for a general welfare services covering rehabilitation education and training, agency of employment, organization of a rehabilitation community, in order to support the poor class and help people to be self-reliant. Ninth, the community Internet (community information network) which becomes more and more important needs to be used to poll people's opinions or needs and share various information regarding community development among people.
