영문초록 포함|The disabled persons were recorded in human history, and always were treated contemptuously by normal people. Moreover, the disabled persons were took no account of the fundamental rights of man, and were devastated by normal people in the middle of discrimination and alienation. It were missionaries in the first stage of Christianity missionary work that had made ordinary people awaken, and opened eyes to the recognition of the disabled persons, in Korea. They carried into various kinds of religious employments, for example, education for the disabled, service of medical treatment, protection of institutional centers for the disabled, and so forth, achieved good outcomes in the basis of thoughts to come from the Holy Bible. However, today's Korean churches failed to succeed these great traditions that they established in the past days. Accordingly, it is shown that many churches have been consistent in the handicapped with silence and indifference. Following by the result of sample survey, 85 churches among 114 churches that replied don't take part in welfare ministry for the disabled, and even the participating churches are staying in a degree such as finances supports and service of household affairs which are able to do without any burdens. Through the case analysis of local church to carry into welfare ministry for the handicapped, plans for improvement can be groped toward an understanding of the problem as followings. First, it should be in need of charged pastor's recognition of the handicapped. The welfare ministry of local churches is generally started from charged pastor's consciousness. If there is no change of charged pastor's recognition of the handicapped, the welfare ministry for the disabled never can be practiced. Second, objects of the welfare ministry for the disabled should be the disabled who always have been in their own house, belonged to the area in which churches are located. In fact, we never can disregard the disabled who are accommodated with institutional centers. Nevertheless, now the disabled in their own house 34 times as much as the disabled in institutional centers are took no account, and even more than half of the welfare ministry are concentrated upon the institutional centers. Now is the time to avert our eyes from the disabled in the protection to the disabled in their own house, and local churches should participate in the welfare ministry for the disabled in their own house. Third, local churches should provide various services to the disabled, and welfare ministry should be carried in diverse ways to confirm with desires of the disabled. That is, they should contain the material support as well as the immaterial support. Forth, it is in need of professional workers for the welfare ministry. In other words, a pastor who studied social welfare, or a social worker who has faith in the Lord should be taken into the service. Moreover, through cooperation with regional government and other public offices or welfare centers, the welfare ministry should be planned to be more effective works. Finally, increase of finance is in need to develop various kinds of ways. That is passive attitude, to deduct some money from service offering and general offering, should be changed into active attitude, to practice a lot of ways for increase of finance.
