지방자치 발전을 위한 지역신문의 역할 재고방안의 관한 연구
- Abstract
- This study is to positively contribute to the settlement of local autonomy system by lighting on the right role of local paper to activating local autonomy system.
For concrete study, firstly, the relationship between local autonomy and local papers is theoretically examined, Secondly, problems were analyzed through SWOT analysis based on the current status of local papers in local autonomy. Thirdly, desirable role of local papers, relations between citizen, local assembly, local self-governing body and NGO, and ways to improve it legally and systematically were suggested.
For development of local society, public opinion about all sorts of problems that the local society faces should be made, collected and reflected. And local press should function firsthand to help the society be independent by leading local residents to participate, cultivating·raising·handing down local culture and stimulating local residents to be political and social etc. In this aspect, local press should be prior to other parts in the region in development. It emphasizes the importance of press that can adjust all sorts of matters in the region based on consensus and represent the opinion of the local residents, to open new age of localization.
However, even 15 years after the local autonomy has started, the local autonomy system is pointed out that it does not reach to the initial expectations. There can be several reasons here, including that local press cannot perform the role as a open field of public opinion in all areas of politics·economy·society·culture, etc. in the region. To analyze these reasons, (l)current registration status of local papers, (2) current status of registration by category and the number of issued copies, (3) analysis of articles in the local papers, and (4) estimation and analysis of the local paper's competitiveness were researched. Also, to suggest solution centering on the problems deduced in the analysis process, SWOT analysis was used. The solution for problems of the local papers is as below.
First, local papers should be differentiated from other papers by introducing the region's news only that other daily papers or news papers do not treat in detail and systematically and should report news of the local society first.
Second, it should be able to provide the essence, core, and the after effect of problems using the merit that it can have enough time, a week, to write an article.
Third, it should build a two-way communication strategy using telephone or intemet for the communication with readers, provide information that local residents need, give feeling of belonging to them and identity of the local society.
Fourth, to secure a class of young readers, it should strengthen the newspaper's function of providing and interpreting information and improve the edition to be more interesting and visual. Also, it should try hard to treat the concerns of the young in their viewpoint.
Fifth, to solve the risk of management, taxation support system such as reducing financial burden should be executed.
Sixth, by providing readers with information through subscription to ABC association and the current number of issued copies etc., it should recover the reliability from advertiser and build a strategy to induce and secure advertisements with constant customer-centered attitude. Based on these solutions, the researcher suggested directions for local papers to activate local autonomy system as below.
First, it should provide local residents with opportunities to participate. What is important is not the speed and quantity of information that newspaper delivers but how to systemize and provide useful information. Moreover, users of local papers share similar sense of values, recognizing that they are member of a community, interacting in a certain social and spacial range.
Second, local papers need to expand its quantity of information about the activities of the local assembly. In fact, the local papers should know well of its local news and have a duty to report it the most rightly and concretely.
Third, by suggesting in-depth content and background beyond the function that simply reports the activities of local assembly and ways or solution for problems, it should form public opinion among local residents and strengthen the leading function of newspapers that check and complement assembly activities.
Fourth, local assemblies show different characteristics according to the characteristics of each region. However, by regularly sharing data and information through joint communication between local papers, it can complement weak points and prepare effective solutions through joint research on all sorts of problems.
Fifth, to play a role of inspecting if pledges of elected local government heads are really unique, appropriate, reflected to policies, journalists themselves should get and report these matters consistently and intensively.
Sixth, local papers need exchange between functional bodies. The activities of functional bodies can be said to be meaningless without participation of the public. The low participation rate of the residents will appear later as an obstacle to the development of the society. For active participation of residents, it should maintain close relationship with local press and obtain positive support from the members of the local society. And it will be a way forward to the development of the society.
Seventh, NGO and the press should play a role of a joint watchdog for
power abuse of power structures in the society, rather than considering it as a target to inspect and get news. Of course, as it has characteristics to be powerful and bureaucratic, the function of inspecting and checking this should be raised as much as possible. And both of the press and civil groups need to have 'productive tension' to maintain integrity and autonomy. What should not be forgot is that the tension should be productive.
Eighth, it should focus on being based on the unique regional sentiment and desire of the local residents by developing the region-focused program through joint production between local papers and local broadcastings. Also, it should avoid treating illiberal subjects only that emphasizes on locality. It should provide variety to local residents by taking various approaches with various viewpoints.
Ninth, it should lead the active participation mood of local press with resolute support at the initial stage of executing local papers development supporting law. Given that the subject to support is the press, support through the government (the Department of Culture and Tourism) is not so desirable in the aspect of the form or actual effect. Do, it is needed to prepare a system to secure political independence and justice (in selecting subject paper to support) for the local papers development committee can perform its actual right.
Tenth, the reason why there are so many administrative news as well as residents' news in the content shown in the analysis of the articles in local papers in this study seems because of simple access and the point that it is a public organization and there is lots of press release. However, as it appeared that culture and physical exercises are highly interested among and leisure parts in the future. Also, it should be an essential newspaper to the residents by treating more articles related to the assembly and functional groups and letting the residents to know accurately about the information.
In conclusion, it is clear that local papers, which is a stepping stone of grassroots democracy in the process that society is formed in the age of localization that emphasizes autonomy through decentralization and participation, have influence on the development of local society playing a role of media that changes the local society with new attitude. Therefore, the influence of local papers on the development of local society and the life of local residents will be greater, when the government, which is settled as a t겨e press facing desire of residents and providing true local information, shows political concern, issuer perform management through securing unique area of special local news, and editor organizes the paper according to the age of localization and pluralization.
