중소 의류 제조 가공업체의 지원 우선순위에 관한 연구

Abstract

국내 경제의 새로운 성장 동력으로 중소기업을 양성해야 한다는 범국민적 합의로 중소기업 지원정책은 부처별, 그리고 기능별로 더욱 강화되고 다양화되며 추진되어 왔다. 중소기업이 국내 경제에서 차지하는 비중은 매우 크고 중요하며 단순히 수치적인 비중뿐 아니라. 중소기업이 수출증대, 고용안정, 소득의 균형배분을 통한 사회발전의 한 축을 이루고 있다. 그러나 중소기업은 경제활동을 수행함에 있어 대기업에 비하여 환경여건이 부족하고 이를 보완하기 위하여 국가적 차원에서 많은 지원정책이 이루어지고 있다. 이에 본 연구는 국내 중소기업 및 지원정책을 알아보고 정책의 발전 방향을 제시하고자 이론적 연구와 실증적 연구를 병행하여 구성하였다. 중소기업 지원정책의 주요 내용과 특징을 분석하기 위하여 기존 선행연구를 검토하였으며 이를 바탕으로 국내 중소기업 지원정책에 관한 정책 대상의 중소기업 인식을 조사하기 위하여 의류제조 및 가공업체를 운영하는 중소기업을 대상으로 설문을 실시하였다. 실증분석은 매출 규모별로 매출 80억 미만, 매출 80억 이상으로 구분하고 기업형태별로 개인기업, 법인기업, 외부감사대상 기업으로 구분하여 IPA 분석과 AHP 분석을 병행하였다. IPA 분석과 AHP 분석에서 전체 비교 분석결과 중요도가 모두 높은 요인으로 자금지원의 시설자금지원, 운전자금 지원, 투자자금 지원, 대출 신용보증지원으로 나타났으며, 기술지원의 기술개발 자금지원, 인력지원의 인력양성지원, 고용환경 개선지원, 판로지원의 중소기업에 유리한 공공기관 납품제도, 세제지원의 세액공제와 세액감면으로 확인되었다. 또한 중요도가 모두 낮은 요인으로 기술지원의 기술개발 역량강화지원, 기술개발 인프라 지원, 개발된 기술사업화지원, 인력지원의 인력유입 촉진지원, 직업능력 개발훈련지원, 판로지원의 마케팅 홍보지원, 수출금융 및 해외진출 인프라 지원, 정보화지원의 중소기업 기술보호지원, 정보화 교육지원으로 나타난 것으로 확인되었다. 이같은 지원 요소에 있어 중요도가 모두 높은 지원 요소를 중점적으로 개선하여 자원 배분의 집중과 최소한의 정책지원 투자로써 최대한의 효과를 달성할 수 있도록 시급한 혁신과 정책이 필요하다고 판단된다. 본 연구에서는 향후 중소기업 지원을 확대하는 정부 지원정책에 앞서 정부지원의 우선순위, 정책적 우선순위 등의 방향성을 제시하고자 하였으며 분석결과를 토대로 제시된 정책적 제언들을 반영한다면 더 효과적인 중소기업 지원정책이 수립될 것으로 사료된다. 본 연구 결과를 토대로 정부가 중소기업 현장의 기업 니즈에 상응하는 맞춤형 정책을 발굴 및 수립함으로써 중소기업 지원정책 방안의 효율성이 높아지길 기대한다. |In recent business ecosystem, the role of small and medium enterprises(SMEs) is critical as an engine for economic growth. In addition, a number of government support policies for SMEs should be carried out timely and efficiently to attain sustainable growth of SMEs. Accordingly, this study investigated the relationship between the development and growth of SMEs and government support policies by using Importance Performance Analysis(IPA) and Analytical Hierarchy Process(AHP). To investigate the SMEs’ perception on government support policies, a survey was conducted on clothing manufacturing companies. In particular, this study employed IPA methodology to measure the importance that SMEs manager place on government support policies and how they affect SMEs performance. Additionally, this study used AHP method to determine the priority ranking of the government support policies that SMEs managers employ for enhancing their sustainable growth. This study categorized government support policies for SMEs into six factors: (1) Financial aid (Funding) support, (2) Workforce (Employee development) support, (3) Technology development support, (4) Marketing promotion support, (5) Informatization support and (6) Tax support policies. Moreover, this study divide the comparative groups according to the size differences (e.g. more than 8 billion won and less than 8 billion won of sales revenue) and the type of company such as individual companies, corporations, and external audit corporations. The theoretical contribution of this study integrated IPA-AHP methodology to figure out the SMEs manager recognition on government support policies. The results of IPA-AHP suggested that SMEs recognized financial and workforce support policies as the most crucial factors. That is, financial support policies for SMEs is ranked first, followed by workforce, tax, marketing, technology and informatization, regardless of both sales size and type of company. Furthermore, this results offer strategic approaches for managing government support policies that are suitable for multiple types of clothing manufacturing SMEs, based on the sales size and type of company. In the government support policies for SMEs, a strategic initiatives is needed to improve operational resource allocation policies and to achieve maximum efficiency and effectiveness with minimal policy support investment. 【Key Words】Small and Medium-sized Enterprises, Government Support Policies, Clothing Manufacturing, IPA Analysis, AHP Analysis.
