Abstract
The purpose of this study is to activate the supporting system for middle-aged and old people's employment and thereby, help them to be better prepared for the possible occupational change before their lay-off, and therewith, promote their reemployment.
To this end, preceding studies were reviewed to examine the changes of the labor markets and our nation's and foreign policies and rograms for reemployment of middle-aged and old people, and thereupon a questionnaire survey was conducted to investigate "their satisfaction with their current jobs", "their efforts to find another jobs" and "their desire to change their jobs". The results of this study can be summarized as follows;
1. The current criteria for middle-aged and old people's applications for reemployment pmgrams under the employment insurance system need to be upgraded, while the duration of the programs be extended to enhance their incentive effects.
2. Counselling services for career development and occupational change should be pmvided to the middle-aged and old workers, so that they may be reemployed before their retirement, and the occupational change support services should be focused on prevention of unemployment.
3. It is necessary to develop such programs as relieve the middle-aged and old workers of the shocks due to lay-off, while analyzing the current retirement programs to develop and operate effective retirement programs.
4. In order to activate the occupational change support programs for the middle-aged and old workers, it is essential to operate a comprehensive and systematic program covering all the services. In addition, it is necessary to support the small and medium business workers before and after their retirement. All these programs may well be operated by the job security centers and social welfare centers under the guidance of Labor Ministry for the middle-aged and old workers.
