精神遲滯人의 欲求에 대한 實證的 調査

Abstract

정신지체인들의 증가로 인해 이들에 대한 사회복지의 요청이 지속적으로 증가하는 가운데, 이들에게 필요한 서비스와 정책의 개발을 위한 욕구조사의 필요성이 강조되고 있다. 이를 위해 본 연구는 정신지체인들의 학부모인 부양자들과 이들에게 전문적인 서비스를 제공하는 사회복지사와 특수학교 교사인 제공자들을 대상으로 설문조사를 실시하여, 정신지체인들에 대한 포괄적이고 균형 잡힌 욕구 조사를 통해 정신지체인들에게 필요한 프로그램과 서비스 정책을 수립하는데 도움이 되는 자료를 제공하고자 하는 목적으로 실시되었다. 구체적으로 교육, 문화, 경제, 취업 등 전반적 욕구에 대하여 심각한 문제와 필요한 서비스에 대한 부양자와 제공자의 욕구를 종합하여 욕구의 우선 순위를 정하였고, 둘째 취업 및 직업재활에 대한 욕구를 심층적으로 조사하였으며, 셋째, 결혼 및 사회통합에 대한 욕구를 조사하였으며, 넷째, 장애인 복지시설에 대한 욕구와 만족도에 대하여 조사하였다. 먼저 전반적 욕구에 대해 부양자와 제공자의 심각한 문제와 필요한 서비스의 양 차원에 걸쳐 공통적 내용을 지니면서 종합적 순위가 높은 욕구들에 대해서는 1위가 교육문제 및 경제적 어려움, 2위가 장애인복지시설, 3위는 일반인의 의식문제로 나타났다. 따라서 이들을 위한 서비스와 정책의 우선순위를 정하는데 기초자료가 되리라 생각한다. 둘째, 취업 및 직업재활에 대한 욕구조사에서 취업 관련 서비스에 대해 모르고 있는 부양자들이 많은 것으로 나타났다. 따라서 직업재활에 대한 홍보는 물론 교육을 받을 수 있는 시설과 기회의 확대 그리고 전문적 인력의 확보가 시급한 문제라 할 수 있다. 아울러 정부와 기업체들의 장애인 고용 강화를 위해서는 더욱 실질적인 제도의 개선이 필요하다. 셋째, 사회통합 및 결혼에 대한 조사에서 부양자들은 사회적 편견이나 두려움 때문에 사회활동을 거의 안하며 결혼에 대하여서도 부정적인 입장이 많았다. 따라서 정부는 부양자들이 사회활동을 할 수 있도록 여건을 마련해주며, 결혼에 긍정적인 입장을 심어주도록 홍보하며 교육하는 것도 필요하다. 넷째, 장애인복지시설에 대한 욕구와 만족도에 대해서는 많은 이들이 무료장애인 복지시설의 확충을 요청하였다. 또한 현재 이용하고 있는 복지 시설에 대한 만족도 조사 결과 60%정도가 복지시설의 서비스의 수준에 대해 낮거나 매우 낮다고 응답하였다. 이로 미루어 보아 직원들의 태도를 개선할 수 있는 직원 재교육과 더불어 기관 차원의 분위기 쇄신이 요구된다. 또한 무료장애인 복지시설을 많이 확충시키며, 시설자체도 부양자들의 편의를 위해 개선되어야 할 것이다.|The social services are in demand with the increase of the mentally retarded people. It is crucial to survey them on their needs prior to setting up welfare policies and providing them with social services. To meet such request, the research conducts the survey on the caregivers-parents of the mentally retarded people, welfare service providers and teachers with schools for mentally handicapped. The comprehensive and balance poll on the needs of mentally impaired will provide the backbone material for the setup of social programs and services. The research starts with identifying the needs of education, cultural benefits and economic independence and employment. Then, the needs are prioritized, depending on how important they are. In the research, the mentally impaired and caregivers all together determine the importance of the needs. Secondly, it goes specific about the needs for employment and the treatment on the jobs. Thirdly, the needs for marriage and social integration were surveyed. Fourthly, this research measures how much the users are satisfied with and identifies the needs of the welfare facilities. The priority of problems will be the one that the caregivers and the mentally impaired take seriously, that are high in demand and that are associated with high needs. The biggest problem is education and the economic instability, followed by the welfare system and the prejudice from others. This result will help set the priority of services and policies. Secondly, many of the caregivers are not aware of the employment services that are in place, according to the survey. It is required to let the more caregivers fully explore the available services as well as to expand the educational facilities and opportunities. More expert personals should be in those facilities to facilitate the process of the mental impaired getting on their feet. To increase the employment rate of the retarded, the government and businesses should come up with the more practical systems. Thirdly, the caregivers are reluctant to engage the mentally impaired in the social activities or to get them married, because of their concern for social prejudice. The government should provide the environment for the mentally handicapped to be part of our society and to have a positive idea about marriage. Fourthly, the caregivers and mentally impaired are requesting the expansion of free social services facilities. As for the current facilities, 60% of the respondents said that the service levels are below their expectations. A good way of raising the service level is educating the personals, upgrading and modernizing the facilities. In addition, more free facilities should be built and the existing facilities should enhance their services.
