전시작전통제권 전환 이후 유엔군사령부 발전방안에 대한 연구

Abstract

한국전쟁 시 유엔군사령부에 이양할 수 밖에 없었던 한국군에 대한 작전지휘권을 다시 한국으로 전환하려는 일련의 노력과 조치들이 진행되고 있다. 전시작전통제권 전환에 대한 정책은 정권 교체 시 계속 변경되었으며, 국민여론도 양분되는 민감한 사안인 만큼 한반도에서의 유엔사 주요정책을 분석해 보고 발전방안을 판단하는 과정이 필요하다. 이를 위해 한국전쟁 중 38선 이북 공격 결의, 정전협정체결 반대 운동, 1970년대 유엔사 해체 논의, 2000년대 유엔사 재활성화 등 유엔사의 정책결정 내용을 다각도로 분석하였다. 전작권 전환 이후의 유엔사 발전방안을 요약하면 첫째, 전작권 전환 이후에도 유엔사 전력제공국에 대한 직접적인 협조체계는 유엔군사령관에 의해 이루어질 것이며, 매년 실시하는 연합연습과 각종 회의 등을 통해 적극적으로 협조체계를 유지하는 것이다. 둘째, 전작권 전환 이후 유엔사·연합사·한국 합참의 지휘관계는 명확히 설정되어야 하며, 관련약정 등 공식문서(전략지시와 작전계획)에 연합사·한국군에 대한 지원이 유엔사의 최우선 임무라는 것을 명시해야 한다. 셋째, ‘정전 시 교전규칙’ 등 유엔사의 규정 적용에 있어 노후화된 규정이나 한국군에게만 적용되고 있는 비현실적인 규정이 있다면 개선해야 하며, 주한유엔군지위협정 체결에 대한 필요성도 검토해야 한다.| A series of efforts and measures are underway to return the operational control of the ROK forces, which had to be handed over to the United Nations Command in the Korean War. Policy about the OPCON transition kept changing as new administrations came to power. Public opinion is divided over this sensitive issue. Therefore, there is a need to analyze the UNC’s key policy areas and work out ways to make constructive progress. To this end, I conducted an analysis of the international coalition forces’ decision to attack north of the38 Parallel, the movement that opposed the signing of the Armistice, the dialogue about disbanding the UNC in the 70s and UNC revitalization effort in the 2000s. To summarize the conclusions, with respect to the UNC after the OPCON transition: First, the UNC will continue to coordinate the UNC sending state forces and will do so through the annual combined exercises and meetings. Second, the relationship between the UNC / CFC and the ROK Joint Chiefs of Staff should be clearly defined after the OPCON transition and it should be clearly stated in the terms of reference and other official documents, such as strategic directives and OPLANs, that the UNC’s priority is to support the CFC and the ROK forces. Third, there is a need to improve outdated or impractical UNC regulations, as well as those that are applied only to the ROK forces, such as the Armistice Rules of Engagement. It should also be reviewed whether signing a status of forces agreement for on-pen UNC forces is necessary.
