북한과 주변국 핵전략이 우리 안보에 미치는 영향과 대응방안에 관한 연구

북한과 우리나라의 주변국인 미국, 중국, 러시아, 일본은 모두 우리나라 안보에 긴밀한 영향을 주고 있으며 제2차 세계대전 전후로 핵을 보유하거나 보유할 능력이 충분히 있는 군사강대국이다. 또한 핵무기를 통해 동북아시아의 핵전략과 군사전략을 가지고 패권을 다투려고 하는 국가들이다. 우리는 제 2차 세계대전 당시 일제 강점기를 보내고 있었으며 강점기를 끝낸 것은 미국의 핵무기였다. 이후 냉전시기에 가장 영향을 주었던 것은 소련과 미국의 핵무기와 미사일 등 과학기술이었으며 이 가운데 중국도 핵을 보유하게 되었다. 북한은 심한 경제 제재 속에서도 핵무기만이 협상테이블을 주도할 수 있다고 판단하였고 6차 핵실험까지 완료하여 현재 핵무기를 완성한 단계이다. 일본은 원자력 강대국으로써 핵무기를 개발하면 수 년내에 실전배치할 수 있는 잠재적 핵무기 보유국이다. 과거에 비추어 보았을 때 중국과 북한은 우리나라와 6・25 전쟁을 치룬 나라이고 일본은 일제침략을 일으킨 전범국이다. 미국과 러시아는 냉전체제를 이뤘으며 가장 많이 피해를 본 것은 양쪽으로 나뉜 한반도였다. 그 중 북한은 가장 우리 안보에 위협적이며 여전히 적대국으로써 핵・미사일 개발을 끊임없이 실시하고 있으며 한미동맹체계를 무너뜨리려 하고 있다. 이제 북한은 6차례에 걸친 실험을 통해 수소폭탄 시험에 성공한 만큼 동북아와 대한민국의 주변국들에게 심대한 위협과 영향을 끼치고 있다. 북한의 김정은은 체제유지와 내부결속을 위해 계속적으로 핵을 가지려 할 것이며 핵을 미국과 우리나라에 협상카드로 내놓을 것이다. 주변국인 러시아와 중국은 겉으로는 북한을 지지하지 않지만 암묵적인 도움을 주려고 하는 국가들이며 일본은 북한을 통해 재무장을 할 가능성이 있다. 미국은 핵우산제공, 한미동맹 등 우리나라의 안보에 커다란 영향을 주고 있으나 중국과의 패권경쟁에서 우리나라를 이용하려 할 것이다. 우리나라는 가장 위협적인 북한의 핵을 비핵화해야 하는 상황과 주변국으로부터 국가안보 강화를 달성해야 하는 상황에 처해있다. 따라서 우리가 북한과 주변국의 핵전략과 위협에서 해결하기 위해서는 다음과 같은 방안이 강구되어야 한다. 첫째, 우리나라가 개발하고 발전시키고 있는 3축 체계를 조기에 구축해야 한다. 우리는 핵무기를 보유하고 있지 않으므로 킬체인, 한국형 미사일방어 체계, 한국형 대량보복응징전략 등을 구체화하고 발전시키는 한편 빠른 시일 내에 완료할 필요가 있다. 둘째, 가장 위협적인 북한의 핵을 외교력을 이용하여 비핵화 되도록 노력해야 한다. 북한은 지속적으로 비핵화 카드를 이용하여 협상하려고 하고 있으며 미국과 주변국들을 포함하여 6자회담, 남북정상회담, 북미정상회담 등의 노력을 계속적으로 할 필요가 있다. 셋째, 우리나라가 자체 핵무기를 가질 수 있는 준비를 마련해야 한다. 우리나라도 일본과 마찬가지로 원자력강대국이기 때문에 핵무기를 개발하면 수년 내에 핵을 실전배치 할 수 있을 것이다. 북한의 핵무기를 빌미로 일본이 핵무기를 보유하게 된다면 우리도 핵무기를 개발할 필요가 있다. 넷째, 미국의 전술핵을 우리나라에 재배치하는 방안에 대해서 검토해야 한다. 북한은 비핵화를 포기하지 않는다면 우리도 미국의 전술핵을 재배치하여 공포의 균형을 이루고 억제할 필요가 있다. 국제관계에서 언제나 우방국은 없으며 언제나 적국은 될 수 없다. 이러한 동북아 안보상황을 인식하고 우리는 우리의 방향을 이끌어 나가야 한다.

A Study on the Countermeasure and the Influence of Nuclear Strategy of North Korea and neighboring countries on the Security

North Korea and our neighboring countries such as the United States, China, Russia and Japan all influence greatly on the security of our country and are the military powers that possess the nuclear weapon before and after the world war II or have enough capability to possess them. In addition, they are the countries that strive for the supremacy through the nuclear weapon with the nuclear strategy and military strategy in the Northeast Asia. We had been under the Japanese colonial rule during the world war II and what ended the Japanese colonial rule was the nuclear weapon of the United States. After then, what had influenced the days of cold war the most was the scientific technology such as nuclear weapon and missiles of USSR and USA, etc. and during that process, China possessed the nuclear weapon. North Korea thought that only the nuclear weapon could lead the negotiation under the severe economic sanction and currently completed the nuclear weapon by finishing 6 times of nuclear test. Japan is the power in the nuclear energy and is the civil nuclear power that can deploy the nuclear weapon within several years once it developed the nuclear weapon. In the light of the past, China and North Korean are the countries that fought with us in Korean War, and Japan is the country of war crime that invaded our country. The United States and Russia built the cold war system and what has received the damage the most is Korea divided by half. Among them, North Korea is the hostile country, which is greatest threat to our security, and is trying to break Korea-U.S. alliance developing nuclear weapon continuously. Now, as much as North Korea succeeded in the hydrogen bomb test through the 6 times of test, it poses the great threat and impact on the Northeast Asia and the neighboring countries of Korea. Kim Jung-Eun of North Korea would try to keep the nuclear weapon to maintain the system and for internal solidarity and use it as a bargaining chip. Russian and China, which are the neighboring countries, are the countries that do not support North Korea apparently but try to help it implicitly, and Japan has a possibility to rearm itself with the pretext of North Korea. The United States has great impact on the security of our country such as provision of nuclear umbrella, Korea-U.S. Alliance, etc. but would use our country in striving for supremacy with China. Our country is under the situation to achieve two goals of denuclearizing North Korea, the greatest threat to our country and the reinforcement of national security. Therefore, to solve the nuclear strategy of North Korea and neighboring countries, following measures should be considered. First, the 3-axis system, which our country is developing, should be built earlier. Since we do not possess the nuclear weapon, we should develop and complete kill chain, Korea missile defense system and Korea Massive Punishment & Retaliation system as soon as possible. Second, we should denuclearize the nuclear weapon of North Korea, the greatest threat to us, using diplomacy. North Korea is trying to negotiate continuously using the denuclearization card and it needs to strive continuously including neighboring countries such 6-party talks, inter-Korean summit talks, North Korea-U.S. summit talks, etc. Third. we should prepare to possess our own nuclear weapon. Since our country also powerful country in nuclear energy like Japan, if we develop, we would deploy them within several years. If Japan possess the nuclear weapon with the pretext of nuclear weapon of North Korea, we also need to develop the nuclear weapon. Fourth, we should examine the measure to redeploy the tactical nuclear weapon of the United States in out country. If North Korea do not give up its nuclear weapon, we need to achieve the balance of terror and restrain North Korea by redeploying the tactical nuclear weapon of the United States. There is no eternal ally and enemy in the international relationship. Recognized such security situation in Northeast Asia, we should manage our way.
