Abstract

사회복지 서비스는 국가나 지방자치단체가 시민 등 사회구성원이 정상적인 사회생활이 가능하도록 제공하는 개별적·전문적인 지원이다. 이는 사회복지가 국민 전체의 복지를 지원·제고시키는 것이며, 특수 대상층의 복지뿐만 아니라 사회전체 성원의 복리(well-bing)를 추구한다. 복지사회로 나아가면서 복리추구에 맞추어 미용복지 분야가 새롭게 떠오르고 있다. 이로써 각 미용대학에서는 복지관련 수업을 개설하여 미용복지 전문 인력을 양성하고 있으며, 특성화 교육에 힘쓰고 있다. 그럼으로 예전 미용교육이 기능습득 중심의 교육이었다면, 오늘날은 미용교육의 커리큘럼이 다양화 되어 사회 여러 분야에서 미용의 전문성이 발휘되고 있다. 이는 미용의 전문성과 학문적 가치를 인정받고 있는 결과로, 기능과 지식을 겸비한 미용인들이 많이 배출되었다는 증거이다. 미용 산업의 발달은 곧 전문화·세분화로 이어져 다양한 직업이 생겨나면서 그 영역을 넓혀가고 있다. 또한 급속히 진행되는 인구의 노령화와 산업재해나 사고 등으로 인한 후천적 장애인 발생률이 꾸준히 증가하고 있어, 미용복지서비스의 수요와 필요도 점차 전문성을 띠며 다양해지고 있다. 미용복지의 필요성이 대두되는 반면 수요자의 필요를 충족시킬만한 전문 인력과 기관은 턱없이 부족한 현실이다. 본 연구의 목적은 현장에서 사회복지 업무를 직접 수행하고 있는 담당자들을 대상으로 다양한 사회복지 대상자들을 중심으로 실시되고 있는 미용복지 서비스의 인식의 정도를 파악하고 또한 서비스의 질적인 향상과 관리 인력의 필요성 및 미용복지 서비스를 보다 활성화시키는 방안 등을 모색하고자 함이다. 연구방법은 서울과 경기도, 기타지역에 근무하는 사회복지사 및 사회복지 전담 공무원과 사회복지 실무를 담당하는 전문 인력을 중심으로 설문을 실시하였다. 연구결과를 요약하면 다음과 같다. 첫째, 사회복지분야에서 미용서비스 및 미용복지에 대한 인지도가 현저히 낮다. 둘째, 노인복지 및 장애인 재가복지 요양시설 등에서 미용복지 전문 인력에 대하여 높은 수요를 보였다. 셋째, 미용서비스 제공자의 능력이 수혜자의 욕구를 충족시키지 못하고 있다. 넷째, 미용복지서비스 제공자의 사회복지에 대한 인식이 미흡하다. 다섯째, 미용서비스 시행 시 기관과 단체의 연계 미흡으로 인력수급 및 활용이 원활하지 못하다. 사회복지의 여러 분야 중 미용복지는 아직까지 초보적·미개척 부문이나, 그 필요성과 수요는 급증하고 있다. 이런 현실에서 미용복지서비스도 점차 전문성을 띠며 다양해져야 할 것이다. 또한 수요자의 필요를 충족시킬만한 전문 인력과 기관이 턱없이 부족한 실정이므로 이에 대한 대책도 시급하게 마련되어야 할 것이다. 본 연구결과를 통해서 양적으로 증가되고 있는 사회복지 수혜자와 그들의 다양한 미적 서비스 욕구를 보다 잘 만족시킬 수 있도록 하기 위하여 복지의 기본 개념을 숙지한 미용복지 전문 인력을 양성하고 보다 체계적이고 효율적인 미용복지서비스 활동을 전개해야 할 것으로 사료된다.|Social welfare service is an individual and professional support provided by the central government or local governments for normal social life of all members of society such including citizens. It supports and raises the welfare of all nations, and pursues well-being of all members of society as well as the welfare for special objects. When the society makes progress toward the welfare society, each beauty university introduces courses related to welfare to cultivate professionals for beauty welfare and makes efforts for professional education. As members of society pursue welfare, beauty welfare field is in the limelight. In addition, the curricula of current beauty education are diversified and show expertise of beauty in various fields in our society while previous beauty education was skill-learning centered education. It is a result that the expertise and academic value of beauty is recognized, and evidences that many beauty artists with skills and knowledge are cultivated. The development of beauty industry is directly linked to its specialization and departmentalization, and generates a wide variety of occupations and expands those provinces. And due to rapidly aging population and gradually growing acquired disability rate by industrial disasters or accidents, the supply and demand of beauty welfare services are becoming professional and diverse. The necessity of beauty welfare is being on the rise, however in reality, the number of professionals and facilities to satisfy the demands of users is too little. This study aims to discuss especially the quality improvement of beauty welfare service among various social welfare fields and the necessity of newly recognized beauty welfare activities through sustainable beauty welfare service. Also even if beauty welfare service is necessary one to various social welfare subjects, its importance and value has not been accepted and recognized as just simple support and cooperation. Therefore, the study investigated the necessity of beauty welfare service around social welfare specialists, and researched the contribution of professional and effective beauty welfare service toward welfare. The survey around social workers, public social workers and professionals in charge of social welfare service in Seoul, Gyeonggi, and other districts was conducted. Based on the results of preparatory survey conducted from 20th. Sep. to 30th. Sep. 2008, the survey was conducted with the modified questionnaire during the 30 day period between 1st. Oct. to 30th. Oct. Total 267 persons were participated to the survey. Except for 2 non-responses, the results of 265 subjects out of 267 persons were used as analysis data. The collected data were analyzed by SPSS 16.0 program. To grasp general characteristics of survey subjects, demographic characteristics used frequency analysis and cross analysis, while awareness and necessity of beauty welfare and the necessity of the cultivation of professionals in beauty welfare field used cross analysis. The service satisfaction of beauty welfare service conducted frequency analysis, t-test, reliability analysis, and ANOVA, and Duncan's test was conducted for post-hoc analysis. By combining and analyzing the survey, First, beauty service in the social welfare field and the awareness on beauty welfare is remarkably low. Second, domiciliary welfare nursing home for the aged and the disabled beauty welfare showed high-demand for professionals. Next, the ability of beauty service provider doesn't satisfy the demand of beneficiaries. Fourth, the understanding of beauty welfare service providers on social welfare is insufficient. Lastly, due to the lack of connection between organizations and facilities, manpower supply and demand, and its use has not been smooth when performed the beauty service. As the lifespan of human being is prolonged by the development of cutting-edge science, especially medical science, aging population and acquired disability rate by industrial disasters or accidents are rapidly and gradually growing. As we enter into an aging society and have gone nuclear, senior population and the demand for domiciliary welfare facilities show gradual growing. For the good-health and welfare of those the aged and the disabled, various cares are absolutely necessary. Welfare state-oriented modern society makes the quality of life first priority. It pursues well-being of all members of society as well as the welfare for special objects. To moderns who aim at welfare, old age and disability are the most terrified and difficult problem. How well these are managed decides the quality of life. Therefore, a wide range of social welfare becomes more urgent proposition to satisfy the demand and necessity of moderns aiming at well-being. It should make people who need care such as aging population, the disabled, and patients feel they are alive and support to manage a better life. As a part of their necessary things, beauty service is irreplaceable. Beauty welfare out of various fields of social welfare is still elementary and undeveloped area. But its necessity and demand is rapidly growing. Then beauty welfare service is becoming professional and diverse. On the other hand, professional manpower and facilities are unreasonably insufficient to satisfy the necessity of users. Therefore, in view of the characteristics of modern society, the necessity of beauty welfare activities are eagerly required. The necessary and sufficient condition of welfare society should be satisfied by cultivating beauty welfare professionals with full knowledge of fundamental concepts on welfare, doing and systematic and efficient beauty welfare activities.
