대학기록관의 이용자 교육 서비스 운영 현황과 개선 방안을 위한 연구

Abstract

최근 대학기록관은 사회적인 변화와 정보통신의 발달, 이용자 요구에 따라 점차 관리 및 보존 중심에서 기록 및 기록정보를 활용을 강조하는 방향으로 변화하였다. 이를 통해 대학기록관은 대학 구성원에게 적극적인 기록정보서비스를 제공하고 있다. 그러나 대학기록관의 이용자 교육 서비스는 단순히 기록정보서비스 중 하나인 부가가치 서비스의 한 부분으로 인식되어 독립된 서비스를 제공하지 못하고 있다. 전시를 통한 기록관 소개 및 제한된 소장기록물의 안내를 하고 있고, 교육 및 연구 목적으로 이용하는 이용자들에게는 여전히 오프라인을 통해 이용자 요청 시에만 제한적인 서비스를 제공하고 있다. 이에 대한 이용자 교육 서비스에 대한 연구는 아직 미흡한 편이다. 본 연구는 대학기록관 이용자 교육 서비스의 운영 개선방안을 제시하기 위하여 이용자 교육 서비스 운영 현황을 조사하고, 이용자와 이용자 교육 운영자를 대상으로 설문조사와 면담을 통해 이용자 교육 서비스에 대한 문제점과 요구사항을 파악하고자 한다. 연구수행 결과는 다음과 같다. 첫째, 13개 대학기록관 이용자 교육 서비스는 대부분 온라인보다는 오프라인 중심으로 운영되고 있었다. 둘째, 대학기록관 이용자 교육 서비스에 대한 내용은 기본적인 이용 안내에만 그치고 있다. 셋째, 기록관 웹사이트에서 이용할 수 있는 콘텐츠가 매우 부족하다. 넷째, 소장기록물에 관련된 교육이 부족하다. 다섯째, 검색도구 및 매뉴얼 가이드라인 안내에 대한 제공이 부족하다. 설문에 대한 이용자와 운영자의 분석 결과는 다음과 같다. 첫째, 기록물의 가치와 내용의 이해에 관한 교육 안내가 부족하다. 둘째, 일률적인 기록관 이용 교육 안내이다. 이용자 마다 다양한 관심분야를 가지고 있고, 전공도 매우 상이하다. 셋째, 비정기적인 이용자 교육 프로그램의 운영으로 대부분의 운영자가 정기적인 이용자 교육 프로그램의 운영에 어려움을 나타냈다. 넷째, 이용자 교육 프로그램 담당 부서 및 담당자의 부재와 인력 부족으로 인한 이용자 교육 프로그램 운영이 어렵다. 이러한 분석결과를 바탕으로 문제점을 분석하여 개선방안을 제시하였다. 첫째, 정기적으로 제공되는 이용자 교육 서비스 그리고 쉽고 간편하게 접근할 수 있는 강좌, 세미나, 포럼 등의 유형별 이용자 교육 서비스의 개설이 필요하다. 둘째, 이용자 요구와 특성에 따른 다양한 이용자 교육 서비스 개발이 우선되어야 한다. 셋째, 기록관 이용자 교육 프로그램 담당자의 지속적인 전문가 교육이 필요하다. 넷째, 이용자 교육 서비스의 필요성 강조를 위한 기록관 역할의 홍보가 필요하다. 다섯째, 이용자 교육 서비스 담당 부서 및 담당자 인력의 확충이다. 여섯째, 기록물의 가치와 내용의 이해에 관한 이용자 교육 서비스의 확충이다. 일곱째, 웹사이트 기록물의 확충으로 온라인에서 직접 이용하거나 활용할 수 있는 콘텐츠의 다양한 확충을 통해 기록관과 기록물의 이용의 활성화를 이끌어야 한다. 여덟째, 웹사이트를 통한 온라인 교육 서비스가 필요하다. 대학기록관은 특정 대상을 위한 이용자층이 형성되어 있다는 점이 특징이다. 특히, 과제·학습·연구를 수행하는 학부 학생, 대학원생 그리고 대학 구성원 등 이들을 위한 적극적인 이용자 교육 서비스의 제공이 필요하다. 이를 위해 선행되어야 할 점은 이용자들의 요구와 관심을 정확하게 파악하여 이에 따른 다양한 맞춤형 이용자 교육 서비스가 제공되어야 할 것이다. 대학기록관의 이용자 교육 서비스의 개발과 개선을 위한 실증적 연구가 활발히 이루어지길 바라며, 이를 위한 대학기록관과 대학의 적극적인 협조가 수반되어 대학기록관의 교육서비스를 대학구성원이 활발하게 이용하기를 기대한다.|As the user’s interest for records and assuring the public of their rights to know are increasing, the role of archives which encourages users to access and use records becomes more important. While the traditional role of an archive was merely for collection and conservation, current archive centers on the use of records. Archival information service, which satisfies user’s information needs by providing the physical and intellectual approach to records, is considered significant in the archive. The university archive has provided various record information services to university members, which supports access and use of records. However, the university archive does not provide education service that addresses the interests and demands of the users. The existing body of researches on records and archive management has focused more on archival information service as a concept in the outreach service than it being a user’s education service; thus, researches on archival reference service or instruction service are still lacking. This study aims to explore the current state of user education service management in Korean university archives and to suggest improvements. The education programs were analyzed, which are offered in the 13 university archives. Surveys and interviews were conducted with the real users and administrators of university archives. The findings from the content analysis on user education programs are as follows: First, 13 university archive user education services were managed more via offline than online service. Second, university archive user education programs are limited to basic operation guide of the archive. Third, university archive user education programs available on the archive’s web site, are very few. Fourth, university archive user education programs, which provide information on the collections of archive, is lacking. Fifth, university archive user education programs, which provide information on search tool and manual guideline, is lacking. The findings from the survey and interview with users and administrators are as follows: First, university archive users asked for the education and guides for the value of records and understanding of contents and history, which support their research. Second, university archive users asked for the education program varying with their interests and major fields of study. Third, university archive administrators answered the occasional user education program management made most administrators’ periodical user education program management difficult. Fourth, university archive administrators answered the absence of user education program department and scarcity of operator and personnel made user education program difficult. We suggest an improvement plan after identifying problems based on the analyzed results. First, establishment of uncomplicated and simple periodical user education service, lecture, seminar, forum, and other types of user education services is needed. Second, different user education service development based on user’s demand and characteristic is needed. Third, periodical professional education for archive user education program administrator is needed. Fourth, advertisement of the role of the archive is necessary to emphasize the necessity for user education service. Fifth, there is a need to expand the user education service department and operator personnel. Sixth, expansion of user education service regarding the value of records and contents is needed. Seventh, the importance of the use of archive and records should be introduced through developing the education program particularly by expanding the collections available via online service Eighth, the development of education service through the web site is needed. The current University Archive is characterized by the formation of a user group for a particular target. Active user education service is needed for the undergraduates, graduates, and university members who accomplish assignment, study, and research. One thing to be improved is the provision of different and customized user education services by precisely identifying the user’s demands and interests. We are hoping that several empirical studies will be done actively for the development and improvement of the University Archive’s user education service; and we are also hoping that university members could utilize the University Archive’s education service while both the university and the University Archive incessantly support this.
