대학 그룹웨어 이메일 기록 및 기록관리 실태와 인식에 관한 연구

Abstract

Recently, it has been argued that the definition of records is in need to be revised socially and legally, and to include emails as next-generation electronic records. Although using and managing university email records have been required, relatively few studies have been conducted on managing university groupware email records. Therefore, this study raises awareness in groupware email records and examines ways to improve the email records management, by investigating the current problems of the groupware email system. Furthermore, this study analyzes university email users’ and records managers’ awareness of email records and management. This study investigated the policies and guidelines for email records management of National Archives of UK, USA, and Australia and universities abroad, surveyed H intranet users on their use of email records, and performed a comparative analysis on awareness of email records and management in user groups. The interviews focused on the questions that were statistically significant. In addition, this study investigated the record managers’ awareness and opinions about email records management and compared them with the users. First, the study found that most H intranet users used emails at least twice a day, and the purpose was to check the content of the records related to work. The users sent emails frequently, and the email messages they sent were ‘responses to actions and inquiries’ and ‘comments and inquiries’. Most users downloaded and saved received email attachments, at irregular intervals, and deleted emails that were irrelevant or useless to their work. Second, the results of the survey on H intranet users’ awareness of email records and management showed a high degree of awareness about the usefulness of emails as university records (4.07). Professors, staffs, and teaching assistants all showed high awareness of emails related to administrative work and low awareness of emails for exchange of decisions and issues. The users’ awareness of the need for a system to manage email records was moderate (3.67). The user group, as a whole, showed the highest awareness of the need for managing email records in the university records management system, whereas the need for the education about email records management was perceived low. Next, the users indicated slightly high awareness of the usefulness of email records management (3.88). The professors showed average awareness of the usefulness of email records from the three questions. The teaching assistants’ awareness of the usefulness of email records management for identifying changing tasks and decision-making processes was higher than the professors or staffs. Finally, the users’ awareness of the need for the email record management function was moderate (3.34) and the need for access rights and regulations for security were high and the need for regular auto-delete was low. In particular, the teaching assistants’ awareness of the need to set records retention periods was lower than that of the professors or staffs (2.72). Third, the results of a one-way ANOVA analysis on the users' awareness of email records and records management showed significant differences among user groups in educations about email management and identification of decision-making processes at p<0.01 (the significant probability value), and in identification of changed tasks, function to set the retention period, and regular auto-delete functions at p<0.05. Fourth, the H intranet users and records managers showed the highest awareness of emails related to administrative work and emails in which views on decisions and issues were exchanged as university records, respectively. The users believed that managing emails in the records management system needed the most, and the record managers thought that regulations were needed for email record management. In addition, the users recognized that regulations on access and security were most necessary, and the records managers felt the need for retention periods according to their use throughout the university. Based on the above findings, this study suggests for groupware email records management at Korean universities are as follows: first, university records need to be officially redefined in regulations to include email records, and regulations on email records management. Second, universities should establish practical policies and guidelines and provide educations to professors, staffs, and teaching assistants, to keep and to identify important email records. Third, groupware email systems should be improved for users to manage email records efficiently and conveniently. By applying the findings from the study, managing email records at universities, in practice, can be substantially efficient in time and manpower.|최근 사회적, 법적 영역을 넓게 포괄하는 개념으로 기록을 재정의할 필요성과 차세대 전자기록으로서 이메일 기록을 포함해야 한다는 주장이 제기되었다. 또한, 대학의 이메일 기록의 유용성과 기록관리의 필요성이 대두되었으나 대학 그룹웨어 이메일 기록관리에 관한 연구는 부족한 실정이다. 이에 따라 본 연구는 대학의 그룹웨어 이메일 시스템 사용자의 이용실태를 조사하여 문제점을 파악하고, 사용자와 대학기록관 기록관리 실무자의 이메일 기록 및 기록관리에 대한 인식을 분석하여 그룹웨어 이메일 기록에 대한 인식을 높이고 이메일 기록관리의 개선 방향을 모색하고자 한다. 이를 위하여 국외의 중앙기록물관리기관과 대학의 이메일 기록관리 정책 및 지침을 조사하고 H인트라넷 사용자를 대상으로 설문 조사하여 이메일 기록 이용실태를 파악하였으며, 이메일 기록 및 기록관리에 대한 인식을 사용자 그룹별로 비교하였다. 통계분석 결과로 유의미한 차이가 있는 인식에 관한 문항을 중점으로 사용자들에게 면담을 진행하였다. 또한, 실무자의 이메일 기록관리에 대한 인식과 의견을 파악하여 사용자와의 차이점을 분석하였다. 그 결과는 첫째, H인트라넷 사용자 대부분은 이메일 시스템을 하루에 최소 2번 이상 사용하고 있었으며, 주된 목적은 ‘수신된 업무수행과 관련된 기록의 내용을 확인하기’ 위한 것이었다. 사용자는 이메일을 자주 발송하고 있었으며, 가장 많이 발송하는 이메일 메시지의 내용은 ‘조치 및 문의에 대한 응답’과 ‘의견 및 문의’인 것으로 나타났다. 그리고 사용자는 주로 수신된 이메일 첨부파일을 다운받아 저장하고, 담당 업무와 관련 없거나 업무적 활용가치가 없는 이메일 기록을 비정기적으로 삭제하고 있었다. 둘째, H인트라넷 사용자의 이메일 기록 및 기록관리의 인식을 조사한 결과, 사용자의 이메일 기록의 대학기록으로서의 유용성에 대한 인식도가 높게 나타났다(4.07). 교수, 직원, 조교는 모두 행정학과와 관련된 업무 내용이 담긴 이메일을 높게 인식하고 의사결정 및 사안에 대한 의견을 교류한 이메일을 낮게 인식하고 있었다. 사용자는 이메일 기록관리를 위한 제도의 필요성에 대하여 중간 정도로 인식하고 있었으며(3.67), 사용자 그룹 전체적으로 대학 기록관리 체계에서의 관리를 가장 높게 인식하고 이메일 기록관리에 관한 교육은 낮게 인식하고 있었다. 다음으로 사용자는 이메일 기록관리 유용성에 대하여 조금 높게 인식하고 있었다(3.88). 교수는 이메일 기록의 유용성에 대한 인식도가 세 문항이 균등하게 나타났고, 조교는 변경된 업무 파악과 의사결정 과정 파악에 대한 이메일 기록관리의 유용성이 교수나 직원보다 높게 나타났다. 마지막으로 이메일 기록관리 기능의 필요성에 대하여 사용자의 인식도가 중간정도로 나타났으며(3.34), 접근 권한과 보안 기능에 관한 규정의 필요성은 높게 인식하고 정기적인 자동삭제 기능의 필요성은 낮게 인식하는 것으로 나타났다. 특히 조교는 교수나 직원과 비교하여 저장 기간설정 기능에 대하여 가장 낮게 인식하였다(2.72). 셋째, 사용자의 이메일 기록 및 기록관리 인식에 대하여 일원배치분산 분석한 결과 사용자 그룹별로의 유의확률 p<0.01에서 ‘이메일 관리에 관한 교육’, ‘의사결정과정 파악’에 대하여 유의미한 차이가 있는 것으로 나타났으며, 유의확률 p<0.05에서 ‘변경된 업무 파악’, ‘사용자의 저장 기간설정 기능’, ‘정기적인 자동삭제 기능’에 대하여 유의미한 차이가 나타났다. 넷째, H인트라넷 사용자는 ‘행정·학과와 관련된 업무 내용이 담긴 이메일’을 대학기록으로 가장 높게 인식하고 있으며, 실무자는 ‘의사결정 및 사안에 대한 의견을 교류한 이메일’을 대학기록으로서 가장 높게 인식하고 있었다. 그리고 사용자는 ‘기록관리 체계에서의 이메일 관리’가 가장 필요하다고 보았으며, 실무자는 이메일 기록관리에 대한 ‘규정’이 가장 필요하다고 생각하였다. 또한, 사용자는 ‘접근 권한과 보안 기능에 관한 규정’이 가장 필요하다고 인식하였으며, 실무자는 전사적으로 사용자가 활용에 따라 저장 기간을 설정하는 것에 대하여 필요성을 느끼고 있었다. 이러한 분석 결과에 따라 국내 대학 그룹웨어 이메일 기록관리를 위하여 다음과 같이 제언하였다. 첫 번째, 대학 규정 내에 가장 먼저 이메일 기록을 공식적인 대학기록으로서 인정하는 개념 정의가 필요하며, 이메일 기록관리에 관한 규정이 필요하다. 두 번째, 대학에서 실무에 필요한 정책 및 지침을 수립하고 구성원인 교수, 직원, 조교가 이메일 기록의 생산과정 지키고 중요한 이메일 기록을 구별할 수 있도록 교육을 제공하여야 한다. 세 번째, 그룹웨어 이메일 시스템 기능의 개선하여 사용자가 효율적으로 유용하게 이메일 기록관리를 수행할 수 있도록 지원해야 한다. 이러한 그룹웨어 이메일 기록의 특징을 반영하여 이메일 기록관리를 진행할 경우, 실무적으로 시간과 인력 측면에서 상당히 효과적인 대학의 그룹웨어 이메일 기록관리가 이루어질 수 있을 것으로 기대한다.
