군의 대민지원 개선방안에 대한 연구

Abstract

본 연구는 현대사회에서 기후변화, 전염병 확산, 대규모 자연재해 등 다양한 위협의 증가에 따라 군의 대민지원 활동이 재난 대응에 있어서 중요하기 때문에 이점을 조명하고, 개선 방안을 모색하려 한다. 군은 국가 방위와 관련된 역할을 기본적으로 수행하지만, 재난 상황 시에 국민의 생명과 재산을 보호하는 역할 또한 매우 중요하다. 특히 재난 발생 초기의 신속한 피해 복구와 구조 그리고 대민지원 통해 국민 생활이 안정을 찾는 것에 기여하는 것이 핵심이라고 할 수 있다. 본 연구에서는 문헌조사와 국내외 사례를 분석 하여 군의 대민지원 활동이 가지는 의미와 역할을 고찰하고, 개선 방안을 도출했다. 연구는 대민지원의 전담 조직과 인력 양성의 필요성, 예산의 안정적 확보, 민·군 협력체계 강화 등을 포함하여, 대민지원 활동이 군의 본래 임무에 지장을 주지 않으면서도 효과적으로 수행될 방안을 제시하고자 한다. 또한, 대민지원 활동이 체계적이고 신속하게 이루어질 수 있도록 법적·제도적 기반 강화와 통합 지휘 체계의 구축이 필요함을 강조한다. 이는 단순한 구호 차원을 넘어 국민의 안정과 복지를 위한 중요한 사회적 안전망으로서 대민지원의 역할을 공고히 하는 데 기여할 것이다. 본 연구의 결과는 군의 대민지원 활동이 국가 재난 대응 체계의 핵심적 요소임을 확인하고, 국민의 신뢰를 강화하며, 사회적 안전망을 공고히 하는 데 있어 중요한 방안을 제시한다. 이를 통해 군과 민간 기관이 더욱 효과적으로 협력할 수 있는 체계를 구축하고, 향후 재난 상황에서 더 신속하고 체계적으로 대응할 방안을 제공함으로써 국민 생활의 안전을 증진하는 데 기여할 것으로 기대된다.| This study explores the activation strategies for military civil support (MCS) activities, emphasizing their critical role not only in protecting the ives and property of citizens but also in enhancing social trust and strengthening civil-military cooperation. MCS activities go beyond disaster recovery, contributing significantly to national disaster response systems, fostering resilience in local communities, and mitigating damages during crises. The study identifies challenges within the current MCS framework, such as the lack of legal foundations, insufficient coordination mechanisms, and resource management inefficiencies, and proposes comprehensive measures to address these issues. Key recommendations include strengthening the legal and institutional framework to clearly define the military’s roles and responsibilities during disasters, establishing standardized communication and resource allocation protocols, and fostering preemptive partnerships with local governments through regular agreements and joint training exercises. Furthermore, the study highlights the necessity of specialized military units and personnel for disaster response, adequate funding mechanisms to ensure prompt action, and balanced integration of MCS activities with the military's primary defense missions. The study also underscores the importance of motivating military personnel to actively engage in MCS activities through transparent reward systems and recognition of their contributions. On an international scale, MCS activities could enhance Korea’s global leadership in disaster response, as exemplified by its participation in multinational training and humanitarian missions. By sharing Korea’s experiences, the military can contribute to global efforts in disaster resilience and cooperation. This study concludes that effective implementation of the proposed strategies could transform MCS activities into a cornerstone of Korea’s national safety infrastructure, providing a robust and trusted public service. Future research should focus on quantitatively evaluating the social and economic impacts of MCS activities, comparing international models, and exploring sustainable approaches to align disaster response with the military’s core mission. By advancing these efforts, the military can solidify its position as a pivotal actor in both domestic and international disaster response systems, contributing to a more resilient and secure society.
