Abstract
This study is concerned with the probing of the reality of the operation of the departmental system and its improvements. For this purpose, the survey research was used in combination, and x²(chi-square) technique was applied for statistical treatment. The following summary and conclusion was made :
Firstly, teachers must freshly realize that the implementation of the departmental system is not only aimed at relieving teachers of the burden of classes(53. 82) but at enhancing the quality of class by subject matter. If the motive for a teacher to be charge of a particular department is inquired into, unreasonable realities come to come to light such as, `because of health'(30, 73), `because a teacher is weak or is delivered of a baby' or has a small amount of class hours(22.49), and so on. This is the actual condition of our educational spot. For the hoped-for department in the departmental system, it was shown that teachers had the highest tendency to avoid the department of physical education. Judged from this phenomenon, elementary schools are very wrongly operating the departmental system.
Secondly, so far as the departmental system in elementary school is intended to strengthen education centered around the department or subjects of art and physical education, it should be reasonably operated.
Teachers responded that the biggest reason that they disliked being assigned as the departmental teacher in the departmental system was the lack of the function of specialized teaching on an assigned department or subject (42, 57). As its improvements, they suggested that the urgent tasks to be resolved to operate the departmental system in a more resonable and efficient manner are the intensification of the education of the major(minor) department of study in the teachers' training institution for the departmental system and the reinforcement of research study for teachers.
Thirdly, for the purpose of the correct implementation of the departmental system, the number of weekly class hours assigned to the departmental teacher should be reasonably set.
Teachers responded that the number of weekly class hours assigned to the departmental teacher would be 11 to 15 hours as the best class hours per week. They view that the problem of the reasonable operation of the departmental system should be resolved flexibly in accordance with the characteristic of a department or subject matter. In other words, the small number of class hours will have to be assigned to the department or subject matter that anyone tends to avoid, like the department of physical education and the adequate number of class hours will have to be assigned to the popular department like art.
By doing so, the departmental system would be reasonably operated, and as it is operated to suit its original intent, it will improve the quality of elementary school education and greatly elevate teacher's job satisfaction.
