가출청소년을 위한 사회정책적 대응방안연구

Abstract

본 연구는 현재 가출해서 생활하고 있는 청소년들을 대상으로 가출원인과 가출 후의 생활을 통해서 발생되는 문제점을 파악해 보고 그에 따른 대응방안을 알아보는데 그 목적이 있다. 설문조사를 통해 파악한 가출청소년들의 실태는 다음과 같다. 첫째, 가출청소년들이 가출을 하는 가장 큰 이유는 가정문제이지만 대부분의 가출청소년들은 가족이 그리워서 집으로 돌아가기를 원하고 있었다. 둘째, 가출청소년들의 대부분이 가출 후 의식주를 해결하는 문제를 가장 힘들어했고 생활비를 마련하는 방법으로 아르바이트를 해서 해결하고 있었다. 셋째, 가출청소년들은 가출 후 어려운 일이 생겼을 때 80.6%가 친구에게서 도움을 받았다고 응답했다. 넷째, 가출청소년들의 대부분이 학교에 다니지 않고 있었는데 그 이유로는 학교에 다시 돌아간다고 해도 학교공부를 따라갈 수 없고 주위의 시선으로 인해서 학교생활에 적응하지 못 할 것 같아서라고 응답했다. 다섯째, 가출청소년들은 불규칙한 식사와 수면, 약물복용으로 인해서 대부분이 건강상태가 안 좋은 편이었다. 또한 미성년자에게는 팔 수 없는 술과 담배를 접하고 있었다. 여섯째, 가출청소년들은 청소년들을 위한 사회복지시설로 쉽터를 가장 많이 알고 있었고, 예전에 쉼터에서 생활을 했던 청소년들도 있었다. 일곱째, 가출청소년들은 앞으로 돈을 벌고 싶어했으며, 사회복지기관이 가출청소년들에게 실시했으면 하는 프로그램은 직업을 구하는데 도움이 되는 기술훈련이었다. 이러한 실태조사 결과를 토대로 가출청소년을 위한 대응방안을 제시해보면 다음과 같다. 첫째, 가출청소년들은 기본적인 숙식에 어려움을 겪고 있었다. 따라서 목적과 특성에 맞는 다양한 형태의 청소년쉽터가 마련되어서 더 이상 거리에서 생활하면서 더 큰 비행으로 빠져들지 않도록 막아야 한다. 둘째, 지속적인 상담이 이루어져야 하며, 반드시 가족상담과 가족치료도 함께 이루어져야 한다. 또한 가족과의 관계개선 프로그램은 꼭 필요하다. 셋째, 지역사회자원의 활용과 함께 청소년 전용·이용시설을 확충해서 더 이상 청소년들이 유해환경에 빠지지 않도록 막아야 한다. 넷째, 가출청소년보호법을 제도화해서 미성년자 고용업소에 대한 엄정한 단속이 이루어져야하며, 공공직업소개소를 가출청소년들이 많이 모이는 장소에 설치해서 이들이 적절한 보호를 받으면서 일할 수 있도록 도와주어야 한다. 다섯째, 가출청소년들이 위기상황에 처했을 때 언제든지 도움을 청할 수 있도록 위기전화의 개설이 필요하다. 여섯째, 가출청소년들이 자신의 적성과 소질에 맞는 기술훈련 등의 프로그램을 통해서 원하는 일을 할 수 있도록 도와주어야 한다. 일곱째, 취업알선, 생활할 수 있는 터전 마련, 스스로 인생을 설계하고 책임질 수 있는 훈련 등을 통해서 혼자서 생활할 수 있는 기반을 조성할 수 있도록 지원해주어야 한다. 여덟째, 가출청소년들이 언제 어디에서든지 도움을 받을 수 있도록 거리상담을 활성화시켜야 한다. 그러기 위해서는 적극적인 홍보와 함께 전문적인 교육을 받은 거리상담가를 양성해야 한다. 마지막으로 사후관리프로그램이 개발되어서 청소년과 그들이 속해 있는 가정과 학교까지 포함해서 관리를 한다면 재가출을 방지할 수 있고 더 나아가서는 만성 가출자가 되는 것을 막을 수 있을 것이다.|The purpose of this study is to review why many of our juveniles run away from their homes and what are most essential social welfare services for them. For this purpose, a questionnaire survey was conducted. The results of the survey can be summarized as follows; First, the most plausible reason why our juveniles run away from their homes was a fimily problem. Most of the juvenile runaways wanted to return home. Second, the juvenile runaways felt it most difficult to make a living; most of them were earning their living cost through part-time works. Third, it was found through the survey that 80.6% of the juvenile runaways had once or more been assisted by their friends when they faced a difficulty. Fourth, most of the juvenile runaways did not go to school, partly because they feared that they would not be able to catch up with their classmates in learning, and partly because they feared that they would not be able to adapt themselves to school life due to people's detesting eyesight. Fifth, most of the juvenile runaways had a poor physical condition due to irregular meals and sleeping as well as drug-taking. Most of them were exposed to liquor and cigarette prohibited to juveniles. Sixth, many of the juvenile runaways knew about the juvenile refugee centers, and some of them had once or more been accommodated by the refugee centers. Seventh, the juvenile runaways wanted to make money, and wished that the social welfare organizations would provide them with various job programs. Based on the above findings, the following reform measures are put forwards; First, in order to help the juvenile runaways solve their problems of meals and shelter, it is deemed necessary to arrange a variety of refugee centers meeting their individual conditions. In other words, it is essential to keep them from committing a crime. Second, it is necessary to provide them with continued counselling services, together with counselling and treatment services for their family members. In addition, it is absolutely necessary to have them improve the relationship with their family members. Third, the juvenile runaways should be protected from harmful envirounent by utilizing the community resources and expanding the juvenile facilities. Fourth, it is necessary to promulgate a code to protect the juvenile runaways in order to thoroughly check the entertainment facilities whether they employ them or not. Besides, more public vocational guidance centers should be established at strategic points in order to help them find jobs. Fifth, it is required to establish a hotline through which the juvenile runaways can ask a help when they face a crisis. Sixth, it is necessary to develop the job training programs whereby the juvenile runaways can develop their skills and potential for jobs. Seventh, it is deemed necessary to create an environment under which the juvenile runaways can design their own life by finding appropriate jobs and thereby, can live an independent life responsibly. Eighth, the street-side counselling service should be activated so that the juvenile runaways can get a help anytime and anywhere. To be so, it is necessary to promote the P.R. activities, while fostering professional street-side counsellors. Lastly, a posterior management program needs to be developed to monitor not only their behaviors but also their families and schools and thereby, prevent them from running away again or floating on the street permanently.
