韓半島 特性에 適合한 未來의 軍需支援體制 發展方向에 대한 硏究

Abstract

군대가 전투를 지속하기 위해 가장 필요한 요건은 무기와 탄약 그리고 유류의 저장량이다. 전투는 사실상 교전이 시작되기 전에 군수장교에 의해서 결정되어 버린다.” 전략, 전술면에서는 그 누구보다도 뛰어난 명장이라고 할 수 있는 독일의 롬멜 장군이 제2차 세계대전 당시 북아프리카전역 엘라메인 전투에서 몽고메리의 영국군 제8군에 의해 참패한 후 독일군의 결정적인 패인으로 지적한 말이다. 이는 전투에 있어서 전투근무지원이 얼마나 중요한 것인지를 단적으로 말해 주는 것이다. 본 연구는 한반도에서 일어난 6.25전쟁과 최근에 있었던 걸프전, 이라크전에서의 군수지원과 관련된 교훈과 미래 한반도 전장의 특성을 분석하여 한반도의 미래 전장에 적합한 군수지원체제의 발전방향을 제시하는데 목적이 있다. 군수지원체제란 “전투부대와 전투지원부대의 전략, 전술을 지원하기 위한 군수지원활동”이라고 정의할 수 있다. 이러한 군수지원체제가 어떻게 갖추어지고 그 역할을 제대로 수행하느냐가 군의 전쟁수행의 결과를 결정짓는 자명한 것이다. 따라서 보다 효율적이고 효과적인 군수운영을 위해서는 현대전의 특성에 맞는 지원기구체계가 강구되어야 하며, 이를 위한 편성원칙은 군수지원 자동처리, 자원관리 및 가시화, 현대화된 수송수단 및 물류체계, 합리적인 군수지원부대 편성 등으로 설명되어 진다. 군수관리를 위한 기본적인 원리인 군수지원의 원칙은 적절성, 지속성, 경제성, 융통성, 간명성, 생존성이 있으며 이는 분석적 사고와 계획작성의 원칙이 되는 것이다. 현재 한국군의 군수지원의 원칙 및 군수 기능별 제원칙은 집중지원, 추진성, 신뢰성, 간편성, 적시성, 균형성, 지휘통일, 경계성, 경제성, 군수정보, 목표, 지속적인 개발, 상호협조, 기동성, 융통성, 작전계획과 일치, 계속성, 협조ㆍ조정ㆍ제한, 능력의 최대한 이용. 예측, 통합, 즉응성, 임기응변의 원칙이 있으며 이는 시대의 흐름에 따라 변화되듯이 미래의 전장환경 및 예상되는 군수환경 요인에 의해 영향을 받는다. 군수지원의 전례를 분석해 보면, 첫째, 6.25전쟁에서는 군수지원이 가장 큰 제한사항으로 작용하였다. 주요내용으로는 전쟁 발발당시 열악한 경제사정으로 인하여 한국군은 보유한 무기나 장비의 유지가 힘들었으며, 특히 보급수송체계가 모든면에서 열악하였다는 것이다. 이에 따라 미군은 육로수송을 보완하기 위하여 60대의 민간수송기를 전세기로 계약하여 공중수송작전을 적극적으로 실시하여 긴습상황이 발생하였을 경우 예비군이나 민간수송을 이용할 수 있다는 전례를 남겼다. 또한 보급품의 기후변화에 대처하기 위하여 CONEX라는 콘테이너의 새로운 개념을 도입하였다. 둘째, 걸프전에서의 군수지원체제의 특징을 살펴보면 다국적군은 적시적소의 군수지원으로 전투지속능력 극대화에 두고 청구소요 지원개념에서 예측소요 지원개념으로 전환하였고, One-Stop 개념으로 사용부대에 물자를 직송하였으며, 자동화 지원체제를 유지하여 물자재고 및 분배량 통제로 적시적소에 군수지원을 실시하였다. 또한 제공권 장악으로 근접추진 및 현장 정비지원으로 전투 효율성을 향상하였다. 셋째, 이라크전에서의 군수지원은 작전과 연계된 전쟁을 기획하고 준비한 것으로 작전기획은 군수지원능력을 고려해서 수립하고, 사전 적정량의 전쟁물자(작전기간 총 소요의 90% 이상)를 확보하였으며, 작전실시간에는 전투근무지원을 고려한 전투부대 기동속도를 구사하여 현장위주의 전투근무지원을 실현하였으며, 또한 적시ㆍ적소ㆍ적량의 “집중된 전투근무지원”을 통한 신속결정적 작전을 수행하였다. 이와 같은 전례를 분석해 보면 6.25전쟁에서는 한국전 지형과 기상을 고려한 부분에서, 걸프전과 이라크전에서는 첨단화된 군수지원을 위한 발전적 분야에서 교훈을 도출할 수 있다. 미래 한반도 전장의 특성은 크게 지전략적 특성과 자연환경적 특성으로 구분하여 분석하였다. 지전략적 특성은 한반도는 세계적 강대국에 의해 포위된 형국의 지정학적 특성이 미래의 어떠한 전쟁양상이 전개될 것인지에 대하여 분석하였으며, 자연환경적 특성에 있어서는 산악지형이 군사작전에 미치는 영향과 도시화 현상의 가속화가 미래전을 준비하는 우리에게 어떻게 준비해야 하는가를 중심으로 제시하였다. 한국군의 현재 군수지원의 문제점을 분석해 보면 군수활동의 중요성인식, 독자적인 군지지원체제 발전, 군수술을 교리적 측면에서의 연구가 미흡하고, 전시 다기능 통합정비 능력 부족, 전시 통합 추진보급반 운용체제가 미정립 되어 있으며, 전시탄약 재보급 능력이 미흡하고, 군수지원 물자 및 장비에 대한 통합정보체계가 미정립되어 있고, 수송지원체계가 미흡하다는 것이다. 이러한 문제점을 기초로 한반도 특성에 적합한 군수지원체제 발전방향으로 군수지원체제 구축, 현장분배 위주 지원체제, 첨단무기체계 변화에 따른 통합 기동화 정비지원체계, 수송지원체계 및 군수정보체계 구축과 군수부대 및 군수인력 전문화를 제시하였으며, 미래 한반도의 전장 특성을 고려한 발전방향으로서는 전장의 확대, 네트워크 중심전, 효과중심 정밀타격전, 신속기동전, 동시통합전 등의 미래전 양상을 고려하여 감시(정찰)-타격-기동-군수의 기능이 통합된 복합체계를 제시하였다. 결론적으로 한반도 특성에 적합한 미래의 전투근무지원체제를 요약하면 첫째, 보급지원면에서 한국적 지형에 적합한 보급체계의 개발 둘째, 정비장비의 현대화 셋째, 국지수송을 위한 공중수송능력 보강 마지막으로 주요물자 및 시설에 대한 종합적인 생존성 강구라 할 수 있다.|First essential condition for an army to be able to stand the strain of battle is an adequate stock of weapons, petrol, and ammunition. In fact, the battle is fought and decided by the quartermasters before the shooting begins," quoted by German General Erwin Rommel, a great commander in the strategical and tactical aspects. points out the decisive cause of defeat after his crushing defeat of El Alamein battles by U. K. Eighth Army. This shows the importance role of the Combat Service Support in a battle. This study is conducted for the purpose of analyzing the lessons of the Korean War, the Gulf War, and the Iraq War, in reference to logistics support, and suggesting how to develop logistics support system to be applicable to the future battle field. Logistics Support System could be defined as "logistics support operations to provide strategy and tactics for combat and combat support units." An army's efficient conduct of the war is dependent on both how logistics support system is formed and how properly it performs its role. Hence, it is necessary to devise a supporting system in accordance with the characteristics of the contemporary warfare. The principle of its composition is explained with automatical processing in logistics support, resource management and visualization, modernized transportation means and distribution system, and rational organization of logistics support unit. The principle of logistics support, which is fundamental to the logistics management, lies in appropriateness, durability, economical efficiency, flexibility, simplicity, and viability. It might be a cardinal principle to analytic thinking and project planning. ROK Army's contemporary logistics support principle consists of propulsion, reliability, convenience, timeliness, balance, command unity, cautiousness, economical efficiency, logistics information, objective, continuous development, mutual cooperation, maneuverability, flexibility, operation plan and consistency, continuity, maximum utilization of cooperation/mediation/restriction and ability, estimation, integration, prompt conformity, and adaptation to circumstances. As to achieve the demands of the times, these are affected by the aspect of the future battle field and the prospective element of a logistical environment. Considering the precedents for logistics support in the past, logistics support played as the primary factor that made the Korean War difficult. When the war broke out, ROK Army had difficulty in obtaining and maintaining weapons and equipments because of the inferior economic conditions, making the supply transportation system especially poor. U. S. Army enforced active aerial transportation operations with 60 civilian aircraft, giving precedent for mobilization of reserve forces or civilian transportation in a state of emergency. Also, U. S. Army introduced the new concept of a container named "CONEX" to cope with a climate change of supplies. Secondly, the aspects of logistics support system in the Gulf War indicates that the multinational forces maximized the combat sustaining ability by efficient logistics support and converted demand-support concept to forecast-support concept, made a direct supply to a unit in need by one-stop method, and maintained automatical support system to control goods in stock and its distribution. In addition, with the mastery of the air, the U. S. Army enhanced the efficiency of the combat by adjacent propulsion and field maintenance support. Thirdly, logistics support operations in Iraq were based on a well-organized and operations-related strategy in accordance with the logistics support capability. U. S. Army secured a proper amount of logistical goods(more than a 90% of the total need) in advance. It put field-central combat service support into practice by considering the combat unit's maneuver speed and performed prompt-decisive operations through "concentrated combat service support" of the right time, proper place, and suitable amount. As analyzed above, good examples regarding conditions of Korean landmark and climate could be earned from the Korean War. Likewise, the Gulf and Iraq War shows development of high technology in logistics support. The characteristics of future battle field in the Korean Peninsula are largely classified into two categories; geopolitical and natural-environmental. Geopolitical characteristic analyzes how the envelopment by the world powers affects the future aspects of the war, while natural-environmental characteristic focuses on how mountainous topography affects in conducting military operation, and what accelerating urbanization means to us preparing for future warfare. There are many problems to be solved in the present ROK Army's logistics support system: lack of awareness of the importance of logistical activities, poor development of independent logistics support system, needs for study on logistics by principle, weak points in multi-functional integrated sustainment capability in time of war; integrated advance supply operational system; ammunition resupply capability in a state of war; integrated information system for logistic support of material and equipment; and transportation support system. To take the necessary measures based on these problems, constructing logistics support system, on-site distribution support system, integrated maneuver maintenance support system complied with the change in advanced weapon system, transportation support system, and logistics information system. In addition, it is essential to specialize the logistics unit and manpower in accordance with the characteristics of the Korean Peninsula. Therefore, a complex system combined of extension of battlefield, network centric warfare, effect-based pinpoint strike warfare, rapid maneuver warfare, synchronization warfare is suggested, considering the aspect of future battlefield where surveillance(reconnaissance), strike, maneuver, and logistics functions are integrated. In conclusion, to give the outline of the combat service support system in accordance with the characteristics of the Korean Peninsula, development of supply system, modernization of maintenance equipment, supplement in localized aerial transportation capability, and devising the comprehensive viability toward major materials and installations are considered as the core factors.
