- Abstract
- The purpose of this study is to introduce a better way of managing the supply system by the military. The world is changing rapidly and it is somewhat hard to catch our breath to be updated with the 'ever-changing-world'. So-called, Information technology, has allowed us to get access to the sea of information. It is a 'Internet era' that we live today. Thanks to technological breakthrough, most people we encounter probably have cell phones and they are part of the global Internet network.
The military supply system must use this great technology to make itself more efficient. The computerized working environment, which the military should face, will bring noticeable changes in the essence of battle system. In addition, the changes in the military supply system is inevitable. This supply system has become more efficient. Military personnel can get the required information faster than ever. Their work became more productive as the technology supports the work loads. This new military supply system resulted better efficiency in the military network.
RFID system should be embedded in the military supply system. Once RFID system is applied, the supply system can become very efficient. It is our obligation to use such system because we live in the network era. If we apply RFID system correctly, the military can achieve its goal to make precise and faster supply chain. In fact, this system can result significant development in the network among military bases, resources, and information. Efficient and computerized supply system is the millitary's ultimate goal and RFED system can make that goal into a reality.
According to the Ministry of National Defence, 500 billion won has been spent in order to manage its supply system. It has been reveal that approximately 20% of transportation of military goods are redirected due to its lack of accuracy. Such figure means lower efficiency and it directly affects the defence budget. A lot of money is being wasted by such inefficiency. Current supply system takes almost 30 days to meet the demands of individual military bases. On contrary, the U.S. supply system only takes 5 days. It is a very shocking comparison. There are many factors that contributes to the problem. The lack of computerization of military supply chain, the complex lists of military supplies, and the insufficiency in the social infrastructures like roads, ports and more. Thus, the military must use RFID system to achieve a steep increase in the military supply efficiency.
Current system of distribution showed lack of network between the distribution stop-points(for instance, ports, custom clearance, and the chamber of commerce) and the distribution webs(for instance, government, private cooperations, and the owners of goods). In 2007, the government announced its plan to innovate the national distribution and supply management system. According to the plan, the information network must be unified(single-windowed) and the data warehouse must be constructed. Also, variety of supply networks must be mutually respected.
In order to improve the efficiency, many of governmental bureaucracy must be connected and their information flow should all be shared, yet well managed. The governmental bureaucracy includes the Department of Transportation, the Department of Justice, the Department of Customs, and many more. All these departments should be using VAN or the Internet to maximize productivity and efficiency. When using the Internet, information related to the distribution can be wide-spreaded and its effect will significantly increase productivity and efficiency. Tracking device can collect information on whereabouts of distribution trucks. Licensing and authorizing the distribution can be easily done through the Internet or other varieties of networks. All the substructure of supply and distribution networks are able to share the information. In the end, all the people in the business will know what should be improved in order to provide better service.
Private companies are using RFID system for their survival because RFID system allows them be more competitive and increases its efficiency. Digitalizing the management of goods are done through SCM and bar code technology. The government and private companies constantly communicate with each other to share updated information and the method chosen to communicate is the RFID system. The military also implanted similar system, which was included in the future development plans. It is considered as the core project in making better and stronger military. Making an authentic distribution system using a system like RFID will definitely make better and stronger military. Such system will save a lot of tax payer's money and individiual soilders can procure advanced supplies. The ministry of defence is trying to achieve its CALS concept and the dream will become reality when efficient distribution system supports the concept.
In 2007, the ministry of defence announced the plan to advance its distribution system. Reaching the goal should be easier when using RFID system. Military demands from individual bases in the field can be satisfied when using the system since there are constant communications and sufficient supply of information while transporting the goods. The construction of integral network between the military and private companies will greatly improve productivity and efficiency because more information means cheaper investments in the distribution of supplies. Its effect will soothe the public sentiments on the military budget. However, its greatest effect will be shown in the battle field. The military can sustain its maximum condition and will always be ready for a war.
