예비전력 자원 감소에 대비한 추가편성 예비군 편성 및 운용방안 연구

Abstract

본 연구는 인구 감소로 인한 예비전력 자원의 감소와 국방 환경의 변화로 인한 예비전력 소요의 변화에 따라 장차 한국에서 발생할 수 있는 예비전력 자원의 부족 문제를 해결하기 위해 추가편성 예비군 제도를 효과적으로 활용할 수 있는 방법을 모색하는 데 목적을 두었다. 현재는 예비전력 자원이 소요를 충족하고 있어 추가편성 예비군 제도를 운영할 필요성이 적다. 또한 명확하지 않은 법적 근거와 복잡한 절차 등으로 인하여 추가편성 예비군 제도의 실효성이 낮은 상황이다. 그러나 앞으로 예비전력 자원이 감소할 것으로 예상됨에 따라, 적정 규모의 예비전력 규모 유지를 위해서는 추가편성 예비군을 적극적으로 활용할 필요가 있고, 이를 위해서는 제도, 편성, 운용개념, 제한사항 해소 등과 같은 보완이 필요하다. 이에 따라 본 연구에서는 장래인구추계에 기초하여 연도별 예비전력 자원의 규모를 예측하고, 이를 예비전력 소요와 비교하여 추가편성 예비군의 활용이 필요한 시점을 도출하였으며, 추가편성 예비군의 편성과 운용에 관한 방안을 제시하였다. 또한 추가편성 예비군 제도를 활용하는 데 있어 예상되는 한계점과 문제점을 제시하고, 이에 대한 해결 방안을 제시하였다. 그리고 현 제도의 문제점을 법적, 절차적, 현실적 측면에서 분석한 후 제도 및 법령 분야의 보완 방안을 제시하였다. 본 연구는 인구 감소에 따른 예비전력 자원 감소 문제를 추가편성 예비군 제도의 효과적인 활용을 통하여 해결하기 위한 실질적인 지침을 제시하고자 노력하였다. 아울러 향후 추가편성 예비군 제도의 개선 및 예비전력 제도 발전에 기여할 수 있기를 기대한다.

【주요어】예비전력, 예비군 규모, 예비군 제도, 추가편성 예비군|This study aims to explore effective ways of utilizing the additional organized reserve force system to address the potential shortage of reserve forces in South Korea due to population decline, as well as changes in reserve force requirements resulting from a changing national defense environment. Currently, reserve forces are sufficient to meet demand, making the operation of the additional organized reserve force system largely unnecessary. In addition, the lack of clear legal grounds and the complex procedures limit its effectiveness. However, with reserve forces expected to decline in the future, supplementing the additional organized reserve force system is necessary to maintain an additional organized reserve force size. Accordingly, this study forecasts the size of reserve force resources by year based on future population projections. By comparing this to projected reserve force needs, it identifies the timing for utilizing additional organized reserve forces. Furthermore, it proposes measures for the formation and operation of these additional reserve forces. Furthermore, it identifies potential limitations and challenges associated with utilizing the additional organized reserve force system and proposes solutions. Finally, it analyzes the current system's legal, procedural, and practical challenges and proposes measures to improve the system. This study seeks to provide practical guidelines for resolving the problem of declining reserve force resources due to population decline through the effective use of the additional organized reserve force system. It is hoped that this will contribute to the improvement of the additional organized reserve force system and the overall development of the reserve force system in the future.
