갯벌 고립사고 저감을 위한 맞춤형 안전관리 방안 연구

Abstract

본 연구는 수도권 연안해역(서해 중부지역, 중부지방해양경찰청 관할)의 지리적·사회적 특성을 중심으로, 이 지역에서 빈번하게 발생하는 연안사고, 특히 갯벌 고립사고의 특성과 원인을 분석하고 사고 예방을 위한 맞춤형 안전관리 방안을 제시하는 데 목적이 있다. 2023년 기준 중부지방해양경찰청 관할 연안사고 중 고립사고의 비중은 58%를 차지한다. 특히, 2025년 9월 영흥도 갯벌에서 야간 해루질객을 구조하던 해양경찰관이 순직하는 안타까운 사고는 갯벌 고립사고의 위험성을 보여준다. 이에 본 연구에서는 연안사고 및 갯벌 고립사고의 현황 및 문제점을 심층 분석하였다. 이를 바탕으로 갯벌 고립사고 저감을 위한 법·제도 및 조직 개선 방안, 지오펜싱(Geo-fencing) 기술 및 QR코드 활용, 부유식 안전 쉘터 설치, 빅데이터 및 AI 예측 시스템 등 첨단기술 활용 방안, 지역사회 협력 및 거버넌스 강화 방안, 안전의식 개선 및 안전교육 확대 등 현실적이고 다양한 맞춤형 안전관리 방안을 제안하였다.

【주요어】고립사고, 연안사고, 갯벌, 해루질, 연안사고 예방에 관한 법률|Focusing on the geographical and social characteristics of the coastal waters of the metropolitan area (the central part of the West Sea, the jurisdiction of the central maritime police agency), the purpose of this study is to analyze the characteristics and causes of coastal accidents that frequently occur in this area, especially mud flat isolation accidents, and to suggest customized safety management measures to prevent accidents. As of 2023, the proportion of isolated accidents accounted for 58 percent of coastal accidents under the jurisdiction of the central maritime police agency. In particular, the unfortunate accident in which a maritime police officer who was rescuing nightly sea lugers from the mud flat of Yeongheung Island in September 2025 shows the risk of a mud flat isolation accident. Therefore, in this study, the current status and problems of coastal accidents and mud flat isolation accidents were analyzed in depth. Based on this, practical and various customized safety management measures were proposed, such as measures to improve laws, systems and organizations to reduce mud flat isolation accidents, use of geo-fencing technology and QR codes, installation of floating safety shelters, strengthening of high-tech such as big data and AI rediction systems, community cooperation and governance measures, improvement of safety awareness, and expansion of safety education. 【Keyword】Isolation Accidents, Accident At Coastal Sea, Mud Flats, Haerujil, Act On Prevention Of Accidents At Coastal Ssea
