육군 장병이 인식하는 상급자의 리더십이 안전행동에 미치는 영향

Abstract

This study aims to empirically examine the influence of superior leadership styles on the safety behavior of soldiers within the Republic of Korea Army. Given that military organizations inherently operate under high-risk and high-intensity environments, a single safety incident can lead not only to casualties but also to the loss of combat power and disruption of mission execution. The hierarchical structure and command-centered nature of the military create unique mechanisms through which leadership affects safety behavior, distinct from those found in civilian organizations. Recent research in organizational behavior and industrial psychology has emphasized the importance of proactive and voluntary safety behavior, identifying leadership as a critical factor influencing such behavior. Among various leadership styles—transformational, transactional, and safety leadership—differences have been observed in how they affect subordinates' safety participation and safety compliance behaviors. This study established theoretical frameworks to explore the relationship between leadership and safety behavior, then empirically tested them within a military context. A survey was conducted with 300 active-duty soldiers. Leadership styles were treated as independent variables, while safety behavior (divided into safety participation and safety compliance) served as dependent variables. Data collected were analyzed using SPSS software, through factor analysis, reliability testing, correlation, and regression analysis. The findings revealed that transformational leadership had a significant positive effect on both types of safety behavior, suggesting that when superiors demonstrate vision, role modeling, and individualized consideration, soldiers' safety awareness and behavior improve. Transactional leadership had a significant positive effect only on safety compliance, implying that reward- and punishment-based leadership is effective for rule-based behavior but limited in promoting voluntary engagement. Safety leadership showed a strong influence on both behaviors, particularly in shaping organizational safety culture. This study highlights leadership not merely as a tool for command and control, but as a key driver of safety culture. It suggests that strengthening the leadership capabilities of superiors can lead to sustainable improvements in safety perceptions and practices among soldiers. The findings offer practical insights for leadership development, safety education programs, and the establishment of proactive military safety management systems.| 본 연구는 육군 조직 내 상급자의 리더십 유형이 장병의 안전행동에 어떠한 영향을 미치는지를 실증적으로 분석함으로써, 군 안전관리 체계의 내실화를 위한 전략적 시사점을 도출하는데 목적이 있다. 군은 본질적으로 고위험·고강도의 임무를 수행하는 특수한 조직으로써, 단일 안전사고 발생 시 인명 피해는 물론 전투력 손실, 임무 수행 차질 등 막대한 조직적 손실로 이어질 수 있다. 특히, 군 조직은 위계적 구조와 명령 체계 중심의 지휘 방식으로 인해 민간 조직과는 다른 리더십 작용 메커니즘이 존재하며, 이에 따라 리더십이 구성원의 안전행동에 미치는 영향 역시 고유한 특성을 지닌다. 최근 조직 행동 및 산업심리학 분야에서는 자율적이고 자발적인 안전행동의 중요성이 강조되고 있으며, 이러한 행동을 유도하는 핵심 요인으로 상급자의 리더십이 주목받고 있다. 특히 변혁적 리더십, 거래적 리더십, 안전 리더십 등 다양한 리더십 유형이 부하의 안전행동에 미치는 영향은 분야별로 상이하게 나타나고 있으며, 군과 같은 명령 중심의 조직에서는 리더십 효과가 어떻게 발현되는지를 구체적으로 검토할 필요가 있다. 이에 본 연구는 이론적 고찰을 통해 리더십과 안전행동 간의 관계를 정립하고, 이를 군 조직의 특수성에 맞추어 실증적으로 분석하고자 하였다. 연구 방법으로는 육군에 복무 중인 장병 310명을 대상으로 설문조사를실시하였으며, 상급자의 리더십 유형을 독립변수로, 장병의 안전행동(안전참여 및 안전순응)을 종속변수로 설정하였다, 사용된 설문 문항은 기존 국내외 선행연구에서 신뢰성과 타당성이 검증된 측정도구를 바탕으로 재구성하였다. 수집된 자료는 SPSS(통계프로그램)를 활용하여 요인분석, 신뢰도 분석, 상관관계 분석, 회귀분석을 실시하였다. 분석결과, 첫째, 변혁적 리더십은 장병의 자발적인 안전참여 행동과 규칙 기반의 안전순응 행동 모두에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 이는 상급자가 비전을 제시하고 모범적 행동을 보이며 개별 배려를 할수록 장병들의 안전의식과 행동이 긍정적으로 변화함을 의미한다. 둘째, 거래적 리더십은 주로 안전순응 행동에만 통계적으로 유의한 정(+)의 영향을 미쳤으며, 이는 보상과 처벌 중심의 지휘 방식이 규정 준수 행동에는 효과적이지만, 자발적 참여 행동에는 한계가 있음을 시사한다. 셋째, 안전 리더십은 두 가지 안전행동 모두에 고르게 영향을 미치며, 특히 조직 차원의 안전문화 형성과 관련하여 가장 강력한 설명력을 보였다. 본 연구는 리더십이 단순한 명령과 통제의 수단이 아닌, 안전문화 형성의 핵심 동력임을 강조하며, 군 조직의 리더십 교육과 안전관리 정책의 방향성을 제안한다. 특히, 상급자의 리더십 역량 강화는 단기적 사고 예방을 넘어서, 장병들의 인식과 태도를 변화시켜 지속 가능한 안전문화 구축으로 이어질 수 있음을 보여준다. 이러한 결과는 향후 군 지휘관 리더십 개발, 안전교육 커리큘럼 개선, 실질적 예방중심의 군 안전관리체계 수립에 유용한 기초 자료로 활용될 수 있다.
