아파트 소방시설 세대점검 평가기준 우선순위 분석 연구

Abstract

아파트는 다수의 세대가 한 건물 내에 거주하는 대표적인 공동주택 형 태로, 구조적 특성과 높은 밀집도로 인해 화재 발생 시 대규모 인명 피해와 재산 피해로 이어질 위험이 매우 크다. 이러한 특성으로 인해 아파트 내 소방 시설의 적절한 설치와 주기적인 점검은 법령에 따라 강제되고 있으며, 국민의 생명과 재산 보호 차원에서 매우 중요한 사안으로 인식되고 있다. 특히 2022 년 12월부터는 기존의 공용부 점검 외에도 모든 세대 내 소방시설에 대한 점 검을 의무화하는 제도가 도입되면서, 아파트 단위의 화재 대응체계 전반에 중 대한 변화가 이루어졌다. 이 제도는 초기 화재 대응 능력 향상과 화재 예방 효과를 극대화하는 것을 목표로 하지만, 시행 이후 현장에서는 점검 기준의 적절성과 우선순위 설정의 부재, 평가체계의 일률성 등 다양한 문제점이 지적 되며, 제도의 실효성을 높이기 위한 체계적인 평가기준 정립과 개선의 필요성 이 제기되고 있다. 본 연구는 아파트 소방시설 세대점검의 실효성 강화를 위한 평가기준의 중요도와 우선순위를 분석하고, 이를 바탕으로 제도의 개선방향을 제시하는 데 목적이 있다. 이를 위해 국내외 관련 문헌을 검토하고, 서울시 강동구 대 규모 아파트 관계자 및 소방 분야 전문가를 대상으로 계층분석법(AHP: Analytic Hierarchy Process) 을 활용한 설문조사를 실시하였다. AHP 기법을 통해 도출된 분석 결과는 세대점검 운영의 실효성 확보를 위해 고려해야 할 평가요소 간의 상대적 중요도와 우선순위를 체계적으로 제시함으로써, 보다 효과적인 소방안전관리 전략 수립에 기초자료로 활용될 수 있다. 연구 결과, 세대점검 평가기준 중에서는 화재 발생 시 대응 효과성, 소방 설비의 유지관리 상태, 점검 인력의 전문성, 점검 공정성 확보, 입주민의 참여 인식 제고 등이 핵심 요소로 도출되었으며, 이들 항목 간의 상대적 우선순위 가 명확히 제시되었다. 아울러 현행 제도의 한계로는 전문 인력 부족, 입주민 의 비협조, 일률적 점검 기준 적용, 법적 책임 주체의 불명확성 등이 지적되 었으며, 이를 개선하기 위한 과제로는 소방전문 인력의 확보·교육 강화, 불시 점검 도입, 디지털 기반의 점검 효율화, 입주민 자가점검 활성화, 세대 특성에 맞는 차등적 평가기준 적용 등이 제안되었다. 본 연구는 아파트 소방시설 세대점검 제도의 실효성을 높이기 위한 평가 기준의 체계적 정립과 우선순위 분석을 통해 제도적·정책적 개선 방향을 제시 함으로써, 향후 소방 관련 법·제도의 정비와 현장 적용성 강화를 위한 실질적 인 기초자료로 활용될 수 있을 것으로 기대된다. 특히, 본 연구의 AHP 분석 결과는 정책 수립자와 실무자에게 세대점검 운영의 합리적 기준 설정과 자원 배분의 우선순위를 명확히 제시함으로써, 보다 효율적이고 효과적인 소방안전 관리 전략 수립에 기여할 것으로 기대된다. |Apartments are a representative form of multi-family housing where numerous households reside within a single building. Due to their structural characteristics and high population density, apartment buildings are at significant risk of causing large-scale casualties and property damage in the event of a fire. As a result, the proper installation and periodic inspection of fire protection systems in apartments are legally mandated and are recognized as critical measures for safeguarding human lives and property. Particularly, since December 2022, a mandatory inspection system has been introduced, requiring inspections not only of shared facilities but also of fire protection systems within individual apartment units, marking a significant shift in the overall fire response system at the apartment level. Although this system aims to enhance early fire response capabilities and maximize fire prevention effectiveness, various practical issues regarding the adequacy of inspection standards, the lack of prioritized evaluation criteria, and the uniformity of inspection procedures have been raised, highlighting the need for systematic improvement and the establishment of clear evaluation priorities. This study aims to analyze the relative importance and priority of evaluation criteria for fire protection system inspections in apartment units to enhance the practical effectiveness of the mandatory in-unit inspection system. To achieve this, a literature review of domestic and international fire safety inspection systems was conducted, and a survey applying the Analytic Hierarchy Process (AHP) was administered to fire safety experts and apartment management representatives in large-scale apartment complexes located in Gangdong-gu, Seoul. The results of the AHP analysis provide a structured assessment of the relative importance and priority of various evaluation factors, offering valuable insights for establishing effective fire safety management strategies. The analysis identified key evaluation factors such as response effectiveness in the event of a fire, the maintenance status of fire protection systems, the expertise of inspection personnel, the fairness of the inspection process, and the enhancement of resident participation and awareness. The study also identified several limitations in the current system, including a shortage of qualified professionals, lack of resident cooperation, overly uniform inspection standards, and unclear legal responsibilities. To address these issues, the study proposes securing and strengthening the training of professional inspection personnel, introducing unannounced inspections, improving inspection efficiency through digital systems, promoting resident self-inspections, and applying differentiated evaluation standards tailored to the characteristics of individual apartment units. This study provides a systematic framework for establishing prioritized evaluation criteria to improve the practical effectiveness of in-unit fire protection system inspections in apartments. The findings are expected to contribute significantly to the future development of fire safety laws and policies and to the enhancement of their practical applicability in the field. In particular, the AHP analysis results presented in this study offer clear priority information to policymakers and practitioners, supporting the development of more effective fire safety management strategies.
