Abstract
The purpose of this study is to review the conditions of the reckless land development in the capital area, address their causes and problems by sampling the case of Yongin city - a model case of reckless development - and thereby, explore the institutional and Practical reform measures to solve the problems and prevent the reckless land development.
The fundamental cause of reckless development can be found in the institutional problem involving the use of national land. To be more specific, each local autonomous administration allows easily for land development in order to increase their revenues, while avoiding their responsibility to construct the infrastructures. On the other hand, developers attempt to maximize their development Profits, while no mechanism is designed to check such profit-oriented developments.
In order to solve such problems of reckless development and prevent the reckless land development the following reform measures have been suggested;
First, it is necessary to entirely overhaul the zone system under the current National Land Use and Management Code, and instead, obligate the developers thoroughly to install the infrastructures required for their development projects. Accordingly, the government or local administrations should review any development project in advance and approve it only when it meets the requirements, while establishing a 'planning first and developing next' principle for development of the national land.
Second, it is deemed essential to arrange a mechanism whereby the development profits or cause of the reckless development can be thoroughly checked.
Third, it is deemed necessary te maintain the balance between supply and demand of the land and thereby, make stable the land prices and create a comfortable living environment.
Fourth, it is required to explore the ways to develop the national land according to a basic Plan, while keeping the goal of the quasi-ferming land designation system designed to expand the supply of land.
Fifth, it is also required of the public sector including pubic corporations ta rearrange their roles and functions for development of the national land in the 21st century.
Sixth, another challenge in the new century is to rearrange the relevant codes in consideration of the relationship between green rate and zone density so that more substantial environmental-friendly living spaces can be created.
Lastly, citizens should be encouraged to participate spontaneously in the national land development.
