- Abstract
- After World War II GATT-IMF system that aimed at the world trade expansion and equlibrium through free trade and stabilization of foreign exchange was destroyed.
There has been a growing tendency that neo-protectionism in the trade and the regionalism, setting the goal at applying regionally the principle of liberal non-distrimination, are steadily spreading. After EEC was established in 1958, the idea of an economic community in the Pacific region was beginning to spring up, while each nation of the world intended to realize tariff leagues, specialization and economic cooperation. Even though the nations half the world participate in directly or indirectly a regional economic integration , only the Pacific countries have an exception in economic cooperation. But the global proliferation of regionalism is encouraging an economic community in the Pacific Basin. While, moreover, Japan has grown up to be an economic superpower, ASIA NICs has taken a remarkable stride in industrialization, and other Pacific countries have stretched their economic power. The deeper interdependence, the research of a device to solve the trade imbalance, and the growing necessity for economic cooperation in trade, investment and technical exchange from the process push forth to build a regional community in the Pacific Basin.
Among others, Japan has distinctly been interested in the shaping of a Pacific economic community.
It introduceed several proposals, such as Pacific Free Trade Area(PAFTA) by Prof. Kojima Kiyoshi and Pacific Basin cooperation (PBC). In 1979, U.S.A. also proposed Organization for Pacific Trade and Developement(OPTAD) by Prof. H. Patrick and P. Drysdale. Those plans, however, had little progress because of their own problems heterogenity in the economic status of those countries, and the doubts about efficiency.
Now, the negative attitude in the ASEAN countries that troubled the concerning countries turn gragually into the positive attitude, and China and U.S.S.R. show the interest in economic cooperation in spite of their socialist system, such as the idea of economic community in Yellow Sea Basin and the developement in Siberia. Therefore the Pacific countries recognize that if ASIA NICs countinue to grow-up, thanks to the potential power, the Pacific basin must develope into a new economic epicenter, so that the countries have to cooperation with each other.
The difficulties in shaping the Pacific economic comunity are the negative attitude, the differences of the economic powers and the absence of leading country in the Basin.
So, the idea of a Pacific community must be realized to meet the following directions:
* to consider a variety of difference which each countries has .
* to persue the gradual and actual cooperation
* to seek after a desired developement.
* to maintain the open-door collaboration policy.
Accordingly, Kora must not only cooperation with the industrialzed-and industrializing countries in the most field, but also improve its dependence on Japan and U.S.A. to accomplish the balanced developement. Korea's which, in turn, will have a good opportunity for Korea to embalance the economic power and status.
