이명박 정부의 안전보건정책에 대한 산업간호 전문가의 평가 및 인식도에 관한 연구

Abstract

본 연구에서는 산업간호 분야의 전문가 및 실무자를 대상으로 이명박 정부의 안전보건정책을 평가하기 위해 설문조사를 실시하였다. 조사방법은 자기기입식 설문조사 방식이었으며, 조사는 2012년 7월 2일 한국직업건강간호학회와 한국산업간호협회 학술대회 참석자를 대상으로 실시하였다. 설문조사에 응한 대상자는 총 89명이었으며, 여성이 76명(85.4%), 남성이 13명(14.6%)이었다. 전공은 산업간호(63.5%), 보건행정(5.6%), 환경보건(3.9%), 산업위생(1.1%),기타(5.6%) 및 무응답(11.2%) 등 이었고, 소속기관 및 신분은 사업장(37.1%), 보건관리대행기관(18.5%), 검진기관(16.9%), 학생(11.8%), 대학(9.0%), 정부・공공기관(3.4%), 연구원(1.1%) 및 기타(1.1%) 등 이었다. 본 조사에서 얻는 연구결과는 다음과 같다.

1. 이명박 정부에서의 우리나라 안전보건 분야는 전반적으로 발전했다(긍정, 42.7%, 부정 13.5%)고 평가했으며, 산업안전, 산업보건, 교통안전, 건설안전, 생활안전 분야가 모두 발전했다는 긍정적인 평가를 하였다. 2. 국민들의 안전의식 수준에 대한 변화에 대하여 약 55%의 응답자가 크게 높아졌다거나 높아졌다고 응답하였고 약 40%정도가 크게 변화가 없으며, 국민들의 안전의식수준이 낮아졌다고 평가한 응답자는 6.7%에 불과하였다. 3. 안전보건 규제에 대해서는 크게 강화되었다거나 강화되었다는 응답이 응답자의 절반이상(51.6%)으로 나타나 안전보건 규제는 강화되었다고 판단하고 있었다. 4. 이명박 정부의 안전보건 정책개발(긍정 31.5%, 부정 33.7%), 정책 추진노력(긍정 69.6%, 부정 6.7%), 안전보건 성과(긍정 11.2%, 부정 26.9%), 안전보건 정책 만족도(긍정 9%, 부정 37.1%) 등에 대해 평가한 결과 정책개발은 보통, 정책추진은 긍정, 안전보건 정책적 성과나 만족도에 대해서는 상당히 낮게 평가하고 있는 것으로 나타났다. 5. 산업안전, 산업위생, 산업간호 및 산업의학 분야의 정책 및 성과에 대한 평가의견은 대체로 긍정과 부정이 비슷했으나 산업안전은 약간 긍정적이었고 나머지 분야는 부정적인 의견이 더 높았다. 가장 부정적인 평가를 내린 분야는 산업간호 분야였다. 6. 김영삼 정부에서 이명박 정부까지 안전보건 정책 및 성과에 대한 평가의견을 점수화한 결과, 노무현 정부가 510점으로 가장 높게 나타났고, 김대중 정부는 440점, 김영삼 정부는 398점, 그리고 이명박 정부는 395점으로 나타났다. 7 이명박 정부에서의 각 기관별 산재 예방을 위한 성과를 평가한 결과를 점수화한 결과, 산업안전보건공단이 536점으로 가장 높았고, 고용노동부가 490점, 한국노총은 350점, 청와대가 342점 그리고 민주노총이 340점인 것으로 나타났다. 8. 사업주의 안전의식에 대해서는 응답자의 28%가 높아졌다고 응답하였고 15.7%는 낮아졌다고 응답하였다. 근로자의 안전의식에 대해서는 응답자의 37%는 높아졌다고 응답하였고, 11%는 낮아졌다고 응답하였다. 9. 이명박 정부에서 산업안전보건 규제는 응답자의 약 절반(48.3%)이 강화되었다고 평가하였고, 8.9%만이 완화되었다고 평가하였다. 한편 산업안전보건 감독에 대해서는 응답자의 약 41.5%가 강화되었다고 응답하였고 6.7%만이 완화되었다고 응답하였다.

【주요어】 안전보건정책평가, 이명박정부, 안전정책, 보건정책, 산재정책, 정책평가, 산업안전보건정책 평가| The survey study was conducted to collect the data of occupational nurse professionals’ opinion on the evaluation and impression of the safety and health policy, practices, achievements and outcome of the President Lee Myung-Park government. Survey was conducted for the participants in the annual conferences of the Korean Society of Occupational Nurses and Korean Occupational Nurses Association in June 2012. The number of total respondents was 89. The results of this were as follow. In general, safety professional believed that overall safety and health status have improved during the President Lee government (positive evaluation 43%, negative 14%). Fifty five percentage of respondents replied that people’s safety awareness has been improved, 40% replied there was no changes and 7% replied that it got worse. Around half respondents answered that the safety and health regulations were strengthened during the President Lee government. During the President Lee government, positive and negative evaluation on the safety policy development were 32% and 34% respectively. For the safety policy implementation, positive and negative evaluation were 70% and 7% respectively. However, for satisfaction on safety policy implementation, positive and negative evaluation were 9% and 37% respectively. Relative overall scores were calculated based on subjective evaluation on safety and health policy for recent 4 government. The score of the President Kim Young Sam government, the President Kim Dae Jung government, the President Roh Moo Hyun government and the President Lee Myung Bak government were 398, 440, 510 and 395 respectively
