Abstract
The rapidly changing medical climate surrounding hospitals stimulates them to endeavor towards improving the service quality and enhancing the efficiency in management, thus rationalizing their management. To respond to this environment change and bolster their competitiveness, many hospitals are recently striving to introduce a medical service information system covering a wide area. The system will allow primary and secondary treatment institutions poorly equipped with medical equipment to use Internet and book their patients' medical checkups with tertiary hospitals equipped with remote medical information systems. This in turn enables such booked patients to receive examinations promptly upon their arrival in tertiary hospitals with which they have been reserved.
As such, this research aims to make theoretical studies on the remote medical service information sharing system and discuss its utility and factors to be considered for spreading the system.
To sum up the utility of the remote medical service information service system, it can reduce the economic loss arising from inefficient operation of medical service as well as the national shouldering of medical expenses incurred from duplicate examinations of patients involved, and improve medical insurance funds.
The system also is expected to eliminate duplicate investments that hospitals put in introducing state-of-the-art equipment, and to provide scientific statistics to serve the basis of formulating policies.
To spread the remote medical service information sharing system, we must come up with security measures to protect the privacy of medical records, address the urgency of standardizing medical records, complement a legal mechanism related to legal liability arising from misdiagnosis, and urgently improve the poor information environment of primary medical institutions as well as distorted medical service environment.
To efficiently push ahead with the remote medical service information sharing system, we need to be open-minded in sharing medical service information, establish comprehensive pursuit system, introduce incentives aimed at activating the information system, have close coordination with the central government, flexibly respond to changing technologies, and offer publicity and education.
