On the advent of 21st century the world is now reforming by structual change such as transfer of communistic zone into capitalismic system, new development of south & north relations by the regional unification and entrance on the stage by the WTO as the entirely new international order is brought forth not like in the past. This means the international order ruled by logic of competition esteems the variety that is not a state or an ideology, the logic of efficiency validity is secured and by market logic that is not control based upon a frame of globalization. It is, therefore, our enterprises have been approched to the timepoint an innovative transfer and innovation in thinking are required to be an enterprising structure as competitive structure to which esteems the sound market order connected to local autonomy and alleviation of restriction from the central concentration system of politico-economic power by concentration of capitals and large enterprises in the past. In such a time the technological development that is key in existence of the business or is origin of competitive power has become kernel capital among the capitals as is very important and especially, enhancing footstep and growth toward globalization throuth technological development by medium business under the enterprising environment today is not too much to say as it is matter of life or death by our economy. The direction for technological development by the medium enterprises for this, ① Support must be strengthened so that the automation facility by medium business firms may easily be imported, ② The technological transfer to affiliates by the mother Co. must be expanded, ③ Create demand for new technology product as developed by result of technological innovation and to expand marketing thereon. ④ Special consideration shall be given to medium industries in the technical policy for policy for hightech industry for the balanced industrial growth. For the existence and technological development of medium enterprises that are 98% have to recognize the necessity of technological innovation and lead ahead by themselves.
