사무용 빌딩의 관리에 관한 연구
- Abstract
- Facing IMF bailout and current economic turmoil, the weight is moving from holding owner to renter in commercial building management business in Korea. And the competitions among the building owners to attract renters became much fiercer. So, efforts to get competitive edge - enhancement of business planning, development of management power for safe and comfortable maintenance and other efforts to raise renter's comfortability and to minimize the management costs - is needed. Consequently, building managers should pursue the management efficiency to minimize management and maintenance costs in parallel with maximization of the value and functionality of building.
At the standpoint as above, I analyze the problems on the building management business operation and suggest the improvement measures as following.
First, on the legal and institutional side
① Boundary and measurement method of common area should be standardized.
② Upper limit of common area should do set.
③ Standard stipulation should be set by Fair Trade Committee for building rent contract form.
④ It is required to establish the building management law.
⑤ It is necessary to found building management association.
Second, on the economic and manegerial side
① Establishment of standard contract form and inpartiality on contract contents is required.
② Sub-items and criteria of building management fee should be standardized.
③ Exact caculation system is more desirable than flat amount system in collecting the building management fee.
④ Credit insurance for building rent contract should be introduced.
⑤ It is necessary to make consortiums among building management service firms.
⑥ Building management education programs for personnel should be developed.
⑦ It is necessary to develop methods to manage human relations.
Third, on the technical side
① Building management should be considered at the phase of design and construction of building.
② Persons and organizations with expertise and qualification should be cultivated.
③ Work specifications and service unit prices should be set objectively.
④ Efforts to acquire publicity for building owner's understanding of estimation is required.
