Abstract
Owing to the economic and social development in Korea, the number of automobiles in the big cities led by Seoul has been drastically skyrocketing, and especially the number of private vehicles increased at the higher growing rate. Such phenomenon has brought up us to face lots of traffic problems, in which the lack of parking places has become one of the hottest issues in Korean social problems.
This Study has been focused the extensive review why privatized parking lot business as one of SOC(Social Overhead Capitals) are inactive, and has been tried to provide necessary resolutions and alternatives to solve out the problems through physical analysis and case studies.
In brief, this study can be concluded as follows; It is strongly suggested that the principle policies for Privatized Parking Business must be based on the free market mechanism which shall be directed to self-regulation and deregulation in order to facilitate the construction of parking lots by the inducement of private capitals. At first, except the size of investment amount, the ratio of auxiliary space to the parking space, and the restriction on the utilization of building space, which are the minimum requirements for the public facilities, the maximum allowances should be given to the private companies for the investment and management of the parking lots, based on the firm belief on the creativeness and the management capability of private sectors. Second, the central or local governments should support the private investors by simplifying the necessary steps of authorization and permits required by the many kinds of laws and regulations, for which public sectors must endeavor to make ease of every discussions among the related authorities. Third, in order to subsidize for the low profits of the parking lots, the inducing authorities should consider financial allowances dirrectly by long-term finance and special favors including the issuance 1ong-term bonds, or indirectly by allowing taxation benefits including the exemption/reduction of VAT(Value Added Taxes) and Corporate Taxes. At last, this study shows us that an active constuction of Privatized Parking Lots can be much facilitated complying with the above recommendations in the near future
