국제화정보화를 위한 부동산중개업의 합리적 발전방향에 관한 연구
- Abstract
- This study set out to search for rational directions to improve real estate brokerage keeping abreast with the globalization and informatization age.
Korea started its modern practice of real estate brokerage when the Brokerage Law was established in 1961. As the economy grew and the society changed, real estate brokerage also changed in many of its aspects, which made the current brokerage system even more insufficient to control general affairs involved in real estate brokerage. Thus in 1983 the Real Estate Brokerage Law was enacted. Despite this institutional change, however, Korea’s real estate brokerage has remained poor in its competitiveness, not being able to expand its scope from the old brokerage practice. As for customers, their dissatisfaction for the services provided by real estate brokers has already hit the ceiling. It’s the truth that Korea’s real estate market is run based on the pre-modem styles not only in terms of transactions and price formation but also in terms of evaluation, finance, and management. The market structure has actually made it possible to create profits just by possessing some real estate without putting efforts in making an investment analysis in real estate or searching for development strategies. It is this market structure that has blocked real estate brokerage from making forward for the better and has hindered the rate of rationalization in the sector.
It’s the most urgent to improve the external and internal conditions in order to improve the current system of real estate brokerage.
Responding to these trends, the study focused on three major parts in making suggestions.
First, it’s necessary to understand the influential relationships between real estate brokerage and direct transactions based on the use of the Internet and living information publications, as well as to prepare for the countermeasures.
Second, researches should be conducted on the ways to activate the franchise practices in real estate brokerage in order for real estate brokers to overcome the poor qualities out of date. The results will be used as the data to help manage real estate brokerage.
Third, the cases of other countries deserve consideration and investigation in the efforts to come up with the rational ways to improve the system of real estate brokerage.
So far the published articles and books didn’t go further than suggesting development measures that would be found in a typical textbook. This study attempted to approach the matter in a more concrete and rational way, considering the reality of Korea’s system of real estate brokerage. The changes to the surrounding environment such as industrial restructuring, advancement of foreign real estate brokers into the nation due to the opening of the market, and introduction of various real estate finance techniques have demanded the real estate brokerage sector should heighten its competitive edge. This is the time when the sector is more required to increase its competitiveness than ever. There should be many ways to do that including improving the service level, acquiring the transparency in transactions, earning reliability, and increasing expertise. In the process toward the higher competitiveness, a harmony should be pursued among the benefits of consumers, brokers, and the real estate brokerage sector. The real estate brokerage sector cannot waste any more time in advancing its practices and improving the related systems to respond to changes of conditions. Providing improvement measures for the current real estate brokerage, the study results are expected to serve as a framework used to develop Korea’s real estate brokerage to a highly advanced level, to increase the consumer convenience, and contribute to developing the system in a harmonious way.
