- Abstract
- On September 11 terrorism occurred simultaneously in the hearts of the United States. This included Washington D.C., New York and Pennsylvania, which caused Causalities amounting to 7,029 people. In 1990's a religious vengeance began to add up to the terrorism, and thereby, a new type of terrorism emerged with its fatality, tactics and techniques of terrorism enhanced, while the terrorism became larger scaled, more brutal and merciless. The recent terrorisms were comparable to wars: gas terrorism by religious fanatics in the subway of Japan in 1995, explosion of the US embassy in Kenya in 1998, Mumbai of INDO bomb terrorism in 2008, etc. The terrorists armed with a religious fanaticism regard the suicidal attack as sort of martyr only to commit bolder terrorism. After all, the international terrorists
become more and more serious.
Any zone of the world is free from terrorism. In particular, South Korea seems to be very vulnerable to terrorism, because she faces North Korea who uses terrorism as one of their external policies.
Under such circumstances, this study was aimed at reviewing the theoretical background, causes and types of the terrorism which becomes larger scaled and internationalized, and analyzing the conditions of terrorism to suggest some basic anti-terrorism measures.
To this end, definition, types and historical background of terrorism were reviewed, and thereupon, causes of terrorism were analyzed by dividing them into socio-psys ological aspects, violence, international politics and environment of the modern society.
In addition, in order to analyze the international nuclear of terrorism since 2000 when new terrorism first appeared, appearance to new terrorism and WMD, international Society and delicacy of Nuclear terrorism, chance of occurrence and influence was analyzed, and thereby, anti-terrorism preventions and measures were suggested at the national level.
South Korea who still face North Korea stamped as a terrorism supporter is being threatened by their terrorism, while being subject to their terrorist activities actually. Moreover, since South Korea is opening to new types of terrorism: retaliatory terrorism by the groups alienated politico-economically, terrorism against foreigners or overseas Korean residents or nuclear terrorism.
Hence, South Korea is requested to arrange a legal anti-terrorism code and foster a perfect anti-terrorism operation capacity, and additionally, reform the anti-terrorism training system to enhance the anti-terrorism commando's performance and improve anti-terrorism equipment.
On the other hand, the government is urged to directly or indirectly publicize its firm determination against terrorism as well as its anti-terrorism capacity to the people, so that the people can support and assist government's anti-terrorism activities, not being threatened by any type of terrorism. In addition, the anti-terrorism policies should be implemented quietly as not to make people feel unstable for terrorism and not to cause much inconveniences on the people.
Even the Nations who have been attacked frequently by terrorists are eager to suggest gorgeous anti-terrorism policies, but soon after, they will be indifferent to terrorism when people's concern about terrorism calms down. In short, the war against terrorism is not put into practice. If Nations don't design and implement anti-terrorism measures, they will not be free from terrorists' threat permanently.
