국제 스포츠 약물정책에 대한 우리나라의 대응 방안 연구

Abstract

Korea has held a lot of World Sports Game in success like Asian Games in 1986, Olympic game in 1988, lately FIFA World Cup Game and Asian Game in 2002. Even though there is no doubt that Korea is the country has been developed as 10th leading country in sports, still has much weakness regarding doping matter in domestic sports. There was no such system made to suggest some program about doping education or advertisement and it was not given priority under government. Thus suggestions are as follows. First, Anti-Doping System has to be organized by establishing Korea Anti-Doping Agency (KADA) before launching World Anti-Doping Agency(WADA) within a couple of years. Second, Sport organization or players should be granted full authorities enacted to regulate for the harmonious performance of doping activities. As an example there need to be a viewing on additional scheme of the chairman of Korean Amateur Athletic Association (KAAA). Third, There need to be a prior securing budget of government that is to secure budget which has be used in KADA and a share which has to be paid to WADA. Forth, Centering on KADA organized in early stages, there must be a performance of all the duties that stated in WADA strategic target that is as well the inspection related Anti-Doping as education, investigation, information management and advertisement. Fifth, To devise a proper means the sport leaders and association that instruct players should be prepared for any doping matter might happens by gathering different materials, or some major changes of international Anti-Doping Policy at all times. Therefore there must be an organization composed of specialists in different field like science, law or medicine which is related with sports and an association that affects on sport Anti-Doping activities. Korean and Korea should be the country that stands in first place of national sport policy for bright future as well as hosting Winter Olympic Games in Pyeoungchang by year 2010
