Abstract
Over the past four decades since 1960's, Korea has sustained a rapid economic growth, and as a result, the population has concentrated in the big cities due to industrialization and urbanization. Thus, in addition to such population growth and concentration in cities, the large families have disintegrated into nuclear ones, while more and more houses have been improved by the initiative of the government After all, the demands for housing have increased explosively.
Despite the houses as individual and national assets form the basis for the social stability, the majority of our houses in the metropolitan cities were of poor quality, while the housing ownership ratio was not much high, much less efficiently managed.
In order to solve such problems, the "Housing Construction Promotion Code" was promulgated to smoothly supply the houses to the urban population Subsequently, with the Sixth Economic Development Plan, the government encouraged the private constructors to build 2 million houses, and thereby, 0.5 million houses were built every year. As of November 1, 2000, the housing ownership ratio increased to 94.1%.
However, the government's initiative to use the narrow national land effectively and thereby, meet the increasing demands for houses - the construction of more apartment houses and development of new satellite cities - did not take into consideration the post-construction management; they only paid attention to the supply side of the houses. As a consequence, the apartment houses only two decades old need to be reconstructed. Such a phenomenon may be a huge loss of national wealth as well as individuals' assets; the average life of houses in the advanced nations is 60 ∼ 100 years. The reality is that owners' interests coincide with those of constructors because of rising land prices and that reconstruction of super-high-rise apartment houses assures both of them of financial profits. It is an abnormal logic of market economy. However, if the current young apartment houses should be reconstructed into high-rise housing buildings due to poor management, the problem of national resource waste will become a social issue. In other wards, if the life of the satellite cities expires according as the life of the apartment house complexes expires, the national economy is being mismanaged just beyond loss of national resources or poor management of houses.
With such basic conceptions in mind, this study was aimed at reviewing, analyzing and examining the conditions of our apartment house management with a view to helping manage the national economy efficiently, protecting people's assets and creating a comfortable living culture, and thereby, addressing the problems to suggest progressive apartment house management methods by exploring more professional management of the apartment houses.
