Abstract

The purpose of this study is to review the alternatives for efficient management of the national and public miscellaneous assets located in Seongbuk-gu, Seoul, and examine the possibility of applying such alternatives to management of the miscellaneous assets. To be more specific, this study was aimed at 1) reviewing the concepts and management of the national and public miscellaneous assets, and 2) analyzing the conditions of the national and public miscellaneous assets in Seongbu-gu, Seoul and addressing the problems to suggest their solutions and thereby, improve the management of the miscellaneous assets. In the second chapter of this study, the concepts and management methods of the national and public miscellaneous assets arc reviewed, and particularly, maintenance, operation and use, acquisition and disposal, consignment and reserve of the national and public miscellaneous assets are discussed in details. In the third chapter, the conditions of the miscellaneous asset management in Seongbuk-gu, Seoul are reviewed, and the problems are addressed. Some of the miscellaneous assets or land in Seongbuk-gu are occupied by illegal shabby shelters, and most of them are designated as 'redevelopment zone' and thereby, sold in installments or lump sum. The rest of the miscellaneous assets are small parcles of land being attached to the private assets, and therefore, only a few of them may be used for administrative purpose or revenues. The problems involving the management of the miscellaneous assets are lack of the relevant data for management, poor computer management system, difficult collection of charges or rentals, inefficient management of the assets due to poor administration for public ownership, etc. In the fourth chapter, the solutions to the problems identified are suggested for efficient management of the national and public miscellaneous assets. To be more specific, the current sale policy needs to be replaced with a preservation policy; the public land reserves should be expanded, the small parcels of land be integrated through exchanges, and the public assets should be managed in a more far-reaching and scientific way. To be so, the national or public miscellaneous assets should be surveyed more precisely to establish a model for more revenues from the land through computerization of the relevant data. The suggestions for efficient management of the miscellaneous assets may be grouped into rearrangement of operation and organization systems, establishment of a special accounting system for management of national or public land, reform of relevant management systems and codes. To be more specific, in order to rearrange the operation and organization systems, it is deemed necessary to improve officials' professionalism through reinforcement of education and training. It is also necessary to establish a special accounting system to secure the financial means to integrate or exchange the land parcels. On the other hand, in terms of reform measures for management system and legal system, it is required to readjust the land ownership among autonomous wards, improve the financial or compensation system and activate the trust system. Lastly, since the national and public assets should be used for people's benefits and welfare, it is important that they should be efficiently managed, and in this regard, the relevant officials are urged to do their best for management of such assets.
