Abstract

Recently, the international affairs are changing rapidly. The unbalance of power is expected in the Asia-Pacific region and the current situation is very likely to raise a struggle for the regional hegemony. The role of international security organization for the establishment of our security system needed to confront with changes in regional situation is still not active. Let's sum up the situation in Asia-Pacific region. The CIS has appeared after the breakdown of the USSR, and withdrawls of the Russia army have occurred from Kamran Bay of Vietnam and US army from Phillipine, respectively. Considering those situations, stable bipolar system as before is hard to expect. Japan who already possessed firm economic status is ready for securing hegemony in the region, actively working politically and militarily and passing the PKO bill China seems to carry out economic development and industrialization policy. However, China is speculated to have more concern in the modernization of military equipment than disarmament in line with the traditional view that war should be prepared in peace time. As explained above, Asian nations are going against recent international affairs initiated by the breakdown of the cold war system. Furthermore, North Korea is hurrying for the nuclear armament. All these things are working as a threat to our security. At this critical period, our internal situation is not stable enough. Social problems such as unequal distribution as a byproduct of the rapid economic growth, mistakes in redistribution policy, and conflicts between classes, have prevailed. In the political and cultural aspects, social discontent such as alienated classes and regional conflicts has sprung up in the midst of democratization stream and revolution after recent establishment of civilian government. Filthness and corruption are widely spread in all social areas as well as in military since moral view on value has not established. Dangerous thought that communist threat no longer exists because of breakdown of communist regime in Eastern Europe and the accomplishment of the North policy is getting support. However, the fact that radicalists who claim the withdrawl of the US Army stationed in South Korea and pursuit of revolution by violance still exist will harm internal security, along with the disintegrating factors described of above. A few people claim the reduction of armament and argue the increase distrust between the people and the army due to military corruption which is a token of disapprerance in security consciousness. Therefore, taking a step to self-protection to further consolidate our security system has become an urgent task. First thing is to convert consciousness to fasten the loosened view on security. The responsibilty of the army should be regarded as a mental-training place where the people who served in the army Moreover, it should be repositioned itself as a place which trains the youth who will be leader of ROK i n the near future.
