韓國 靑少年福祉政策의 評價에 關한 硏究

Abstract

영문초록 포함|So far our policy for the youth has been established by an economic theory which put heavily gravity on productivity in arithmetical and quantative sides. But the objectives of the policy to foster liberal and just youth should be set because the policy for the youth is not a regulation and restriction but a self-regulation and morality. Therefore the purpose of this study is to make newly alternative measures of the policy by evaluating and analyzing the welfare policy for the youth in Korea and then complementing the defects of current policy. To realize the purpose of this study, the evaluation criteria of Gilbert and Specht was applied as an evaluation standard of welfare policy for the youth and allocation, salary, imperative system and financial side were analyzed respectively on the basis of it. Directions that can be the alternative measures of the policy for the youth would like to be suggested in the middle of evaluating and analyzing the policy for the youth as follows. First, restructuring of the policy for the youth should be made to effectively perform the policy which is alloted by jobs in order to firmly establish a system of welfare policy for the youth. Second, the youth should be given many chances to positively join activities in the middles of decision making policy for the youth and planning, practicing and evaluating programs for youth activities. Third, a study, activities, business and administrative jobs on the youth in conjunction with the policy for the youth and its institutional matters would play a decisive role to establish a kind of network requested in their performance. Forth, mobilization of finances in order to effectively perform the policy for the youth can be made though making the most of existing facilities and newly raising a youth forstring fund. It's expected this study to help even a little establishing and practicing the policy for the youth.
