한국·일본·영국의 빈집정책 비교연구

Abstract

우리나라는 나날이 증가하는 빈집문제에 대한 대응으로 빈집관련 제도를 마련하여 빈집정책을 추진하려는 구축단계에 있다. 그러나 아직 빈집정책을 통하여 달성하고자 하는 정책의 목표와 방향의 설정이 이루어지지 않았고, 빈집문제를 해결하는 절차와 방법에 대한 논의가 사회적 합의에 이를 만큼 충분히 이루어지지 않았다. 이 논문은 우리나라의 빈집정책 목표와 방향 설정을 어떻게 할 것인가에 대한 논의를 진행하였다. 이를 위하여, 우리나라보다 빈집정책을 먼저 경험한 일본과 영국의 빈집정책에서 우리나라가 참조할 수 있는 사례를 탐색하고자, 최대유사체계분석 방법으로 비교연구를 진행하였다. 이 연구 수행의 결과는 다음과 같이 요약된다. 첫째, 빈집정책의 중요한 통제변수는 주택증가량인 것으로 나타났다. 주택증가량은 주택공급량과 빈집멸실량으로 구성된 유량의 변수로, 그 중에 주택공급량은 주택정책의 영역에 해당한다. 이 중에서 빈집정책을 통하여 조절이 가능한 것은 빈집멸실량 뿐이다. 영국은 주택공급량을 빈집의 재활용 우선 적용하는 형태로 빈집의 수량을 감소시켜오고 있었다. 반면, 일본은 인구감소와 주택의 공급이 증가로 인한 빈집의 증가상황에서도, 주택공급을 통제하거나 빈집의 철거 수량을 늘리는 정책적 결단을 실행하지 않고 있었다. 빈집정책의 목표는 사회적으로 문제가 되는 빈집을 효과적으로 감소시키는 것이므로, 주택공급과 빈집의 멸실을 동시에 통제할 수 있으려면 영국과 같이 빈집정책을 주택정책과 병행하여 운영하여야 한다. 둘째, 현행 주택통계상의 빈집비율은, 미분양주택 등과 같은 사용의도가 있는 주택이 포함되어 있어 공가율의 개념이다. 「빈집 및 소규모주택 정비법」에서 빈집의 정의는 ‘사용의도가 없는 방치빈집’을 의미하므로, 주택통계에서 사용하는 빈집비율을 지표로 사용하게 되면 정책의 목표가 혼동된다. 통계상 빈집비율을 ‘공가율’로 바꾸어 부르거나, 빈집정책의 지표로 활용하는 빈집비율을 ‘방치빈집비율’로 칭하는 방법 중 하나를 선택하게 되면, 빈집정책의 목표가 더욱 명확하게 정립될 것이다. 셋째, 빈집은 우리 생활환경의 일부이며 잠재적 자원이다. 빈집문제는 주민 공동의 문제이므로 주민들의 자발적인 참여를 통하여 해결방안을 모색하는 것이 바람직하다. 정부의 노력은 이와 같은 시민의식의 함양과 참여저변의 확대에 초점을 두어야 한다. | Korea is currently in the stages of establishing policies to address problems caused by the increasing number of vacant homes. However, the ‘vacant house policy’ has not provided a solution that satisfies society. This paper is addresses the objective of the ‘vacant home policy system’ in Korea and the direction it should take. In order to achieve success, cases seen in Japan and England, which have experienced ‘vacant house policies’ before, must be observed for reference. Comparisons have been made accordingly with similar cases seen in Korea. The results of this study are as follows. First of all, the control variable of the vacant house policy is that increasing number of homes. The increasing supply of homes and demolished unoccupied homes create a flux, which results in the increase of homes. The supply of homes falls under the field of the housing policy. The only thing that can be changed through the vacant house policy is demolishing unoccupied homes.In England, the problem of vacant homes is being solved through the recycling of unoccupied homes. On the other hand, in Japan, even with the population decreasing and the supply of homes increasing, the government was not using any policies to control the supply nor to was it demolishing unoccupied homes. The objective of the vacant house policy is to reduce the number of unoccupied homes and the problems that come with them. To achieve this goal and effectively control the supply of homes and demolishing vacant homes. The vacant house policy must run parallel with the housing policy like in England. Second, the ratio of vacant homes shown in statistical research includes unsold homes and homes with intent to use. Vacant house should be defined as homes with not intent to use and those that have been neglected. In other words, if the statistics were to be used, then the objective of the vacant house policy is bound to become confused. Making the terms to describe vacant homes according to context to ‘ratio of empty homes’ or to ‘ratio of neglected homes, will be more effective in terms of clarifying the purpose of the vacant house policy. Third, empty homes serve as a part of our lives and can even be considered a potential asset. Since unoccupied homes are a problem for citizens, seeking voluntary action is ideal. The government should take into account the citizenship and create a basis for participation.
