韓國의 障碍人福祉政策에 관한 硏究

Abstract

The population of the handicapped is increasing its number not only by various disasters in the course of rapid industrialization and urbanization of the nation accompanied by development of the contemporary science and technology civilization, but also by the prominent increase of old population by extension of the average human life resulted from medical technical advancement and enhancement of the standard of living. Such an increase of the handicapped population has appeared as a main task to solve for the modern nation of the handicapped welfare. Accordingly, the objective of this study is to search for that how far the welfare polices for the handicapped is, having suggested as social care and resolution for them efficially contributed in the welfare problem for the handicapped in Korea. This paper consists of six chapters as below Chapter 1, describes the purpose, scope and method of this study Chapter 2, deals with the theoretical background of the welfare for the handicapped, and the concept and general characteristics of the handicapped. Chapter 3, analyses of the actual state of the welfare of the handicapped. It contains the present status of the welfare organizations and institutions, the population and the rehabilitation for the handicapped. Chapter 4, deals with the problems of the welfare policy of the handicapped. Chapter 5, devised a few overall countermeasures for the governments support and improvement measures in each welfare functions to solve many problems, to carry for the problem and improvement plan of the welfare for the handicapped. Chapter 6, summarized the contents of this paoer and concluded it. In conclusion, if reform measures are received actually and the welfare of the handicapped will be effective and efficient, consequently its services will be of good quality in Korea. I think this study points out that we can not blame the social weakness and spiritual pains of the handicapped on selves, and that we should emphasize "social responsiability" from the viewpoint that they have the right to enjoy liberty, equality and happiness as others do. In order to do so, first the Goverment must work towords the prevention and cure of the various disablements, Secondly, it has to improve the economic self-reliance of the handicapped through education and training programs. Thirdly, various policies must be implemented to allow the Mentally and physically Handicapped person to develop their potential talent so that they may contribute to society. Lastly, the Government must strengthen social integration through the above mentiooned policies along with other appropriate means.
