Abstract

The aim of juvenile welfare is not to keep the present society but to guarantee the future 10 years hence because juvenile is tomorrow's adult and our future. In their growing up, each step has its character and developing task, therefor right comprehension is required. In the course of growth and development as a man the special meaning of juvenile in an important period in the view of socialization self formation. Though there is individual gap, it is the period accompanying rapid change and there are confusion, aching, and unstableness due to the feature of transitional stage. Especially in the period, the curiosity sex develops concretely, the desire of being treated squally like adult has a strong will, and economic, emotional independence increase. So this period is the time to establish new philosophy and view of life, society, moral in order to prepare for independent personality, therefore in this period, what kind of human experience to have effects on the formation of individual character. In our country's case, through high growth 1970's, we have gone through rapid change in all respect - politics, economy, society, and culture so on. During this change, the change of social structure due to urbanization, industrialization caused family dismantling and increasing of working mother of nuclear family. As the result, the function of family was weakened, which caused the problem of raising. Especially the complex problem of juvenile - wasting social energy owing to the increasing of desire to lean - happened. In juvenile's transitional developing characteristic and the keen competition of modern society, the welfare demands for juvenile's development happened. Through polish, expert, integrated approaching method according to the principle of right and duty involved with juvenile, parents, society and government so on, the principle of generality and selecting, the principle of integration, we examined the welfare policy about korean juvenile classifying the field of juvenile's welfare into juvenile's counsel, safe guard for noninterference, and ill-treated juvenile, supporting for juvenile of low income, welfare facilities, nursery, adoption, and juvenile's welfare(The strengthen of family function and the improvement of social circumstance). I look over the problems about the welfare polish for juvenile. First, I studied physical and mental theory, physiological theory, teaming theory frustration - attack theory, sociology theory about the juvenile delinquencies - which is new invention of modern society and analyzed the situations. Second, I demanded that shops and government should take positive action on using drugs, hallucinogel because of youth's abuse of drugs. Third, I demanded society should have special devices for the run away boy's securities and healthy lives. Forth, I studied about school violence and mental violence - language violence. Especially, I study about youth's sex problems which came from the lack of sex education in the view of commodity of the sex through our society. And I finally suggest that the law ion the youth should be united. Also I insist that the costing facilities should be turn into local welfare center showing that where the youth's law will go.
