한국 소방정책의 변동요인에 관한 연구

Abstract

본 연구의 목적은 소방정책의 변동요인을 추출하여, 변동요인 간의 상대적 중요도를 측정함으로써, 소방정책의 질적 수준 제고에 기여할 수 있는 자료를 제시하는데 있다. 따라서 먼저 문헌조사를 통하여 변동요인을 추출하고, 전문가 의견조사를 통하여 변동요인 간 중요도에 대한 상대적 평가를 실시하고, AHP기법을 이용하여 분석을 실시하는 과정을 거쳤다. 소방정책 변동요인의 추출을 위하여, 정책변동 이론과 정책변동에 대한 선행연구 논문을 조사하였고, 정부기록을 중심으로 대한민국 정부수립 이후의 소방정책 변동내용을 조사하였다. 그 결과 15개의 변동요인을 추출하였으며, 이를 4개 영역으로 분류하여 측정모형을 완성하였다. 소방정책 변동요인의 상대적 중요도 평가를 위하여, 2개 그룹 30명의 전문가를 선정하고 의견조사를 실시하였다. 전문가 Ⅰ그룹은 소방정책과정에 참여하였거나 소방정책에 관하여 연구한 경력이 있는 현직 대학교수 15명으로 구성하였고, 전문가 Ⅱ그룹은 현장지휘 경력과 소방정책 실무 경력이 있는 중견관리자 이상의 현직 소방공무원 15명으로 구성하였으며, 이들 전문가를 대상으로 면접 방식에 의한 의견조사를 실시하였다. 평가 결과에 대한 분석방법으로 AHP(Analytic Hierarchy Process)기법을 사용하였다. 본 연구에 AHP기법을 적용한 이유는 연구의 대상이 정성적 요소라는 점, 의견조사 대상자 모두의 의견 및 선호도의 차이까지도 반영할 수 있다는 점, 극소수의 전문가만으로도 상대적 중요도의 측정과 우선순위의 결정이 가능하다는 점 등을 고려하였기 때문이다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 평가영역에 대한 중요도 측정 결과이다. ‘재난과 사고’ 영역이 가장 높게(0.531) 나타났고, ‘외부환경’ 영역(0.256), ‘조직내부’ 영역(0.126), ‘법률과 제도’ 영역(0.087)이 차례로 그 뒤를 이었다. 둘째, 평가요소에 대한 중요도 측정 결과이다. 외부환경 영역에서는 두 그룹 모두 ‘소방관련 언론보도’가 소방정책 변동의 가장 큰 요인이라고 평가하였다. 조직내부 영역에서는 학계전문가 그룹은 ‘의회의 정책기조’를, 소방실무전문가 그룹은 ‘소방정책관리자의 교체’를 가장 중요하게 인식하고 있었다. 법률과 제도 영역에 있어서는 두 그룹 모두 ‘관련 법률의 제․개정 및 폐지’가 가장 중요하다고 인식하였다. 재난과 사고 영역에 있어서는 두 그룹 모두 ‘인적재난의 발생’을 가장 중요하게 인식하였다. 종합가중치에 의한 그룹별 1～3순위를 살펴보면, 학계 전문가 그룹이 ‘인적재난의 발생’, ‘소방관련 언론보도’, ‘자연재난의 발생’ 순으로 평가하였고, 소방실무 전문가 그룹은 ‘인적재난의 발생’, ‘소방정책관리자의 교체’, ‘소방공무원 순직’ 순으로 평가하였다. 평가결과 중 가장 특이한 것은 소방정책 변동요인 중 일부 요인에 대하여 그룹별로 극히 상반된 평가를 하고 있는 점이다. 종합가중치에 의하면, 학계전문가가 11순위로 낮게 평가한 ‘소방정책관리자의 교체’ 요인 에 대하여, 소방실무 전문가는 2순위로 높게 평가하고 있다는 점이다. 소방실무 전문가의 이러한 경향은 소방정책관리자의 패러다임이 정책에 반영되기 쉽고, 집행과정에서도 그 영향력이 절대적이라는 인식에서 기인된 것으로 보인다. 이러한 현상은 정책독점에 따른 소통의 미흡에서 오는 부작용으로 평가될 수 있다는 점에서 우려가 되는 부분이다. 이상의 평가결과에서 ‘재난과 사고’ 영역이 소방정책 변동에 가장 큰 영향을 미치고 있다고 인식하는 것은 최근에 재난이 빈발하고 피해가 증가하는 현실을 반영한 것이므로, 이 분야에 대한 관리가 소방정책관리의 핵심이 되어야 함을 보여주고 있다. 또한 정책추진 과정에서 중요도 인식이 높은 요인의 관리를 강화하는 것과 함께 중요도 인식의 차이가 현저한 요인에 대한 분석과 관리에도 관심을 기울여야 한다는 것을 시사하고 있다. 본 연구가 가지는 의의는 첫째, 연구대상에 있어서, 아직까지 국내․외에서 다룬 적이 없는 소방정책 변동요인을 대상으로 시도된 연구였다는 점이며, 둘째, 연구의 방법에 있어서, 객관적인 사실자료를 통하여 소방정책변동요인을 추출하고, 그 분석방법으로서 AHP기법을 사용하였다는 점이다. 한편, 본 연구의 과정에서 소방정책 변동요인을 모두 추출하지는 못하였을 것이라는 점, 추출방법에서 주관적 판단이 많이 작용하였던 점, 평가 모형의 계층이 단순하였던 점 등의 한계도 있었다. 이상의 연구 결과를 토대로 한 정책적 제언은 다음과 같다. 첫째, 재난관리를 통한 국민의 안전 확보를 소방정책의 핵심덕목으로 삼아야 한다는 것이다. 이는 평가결과에서 보듯이 대내․외적으로 주목받는 주요 관심사이고, 헌법과 소방기본법이 추구하는 기본정신이기 때문이다. 둘째, 소방정책의 신뢰와 효율성 및 안정성을 확보하기 위하여 정책의 일관성을 유지하여야 한다는 것이다. 정책관리자는 홍보용 정책 만들기에 연연하지 말아야 할 것이며, 정책관리자에 대한 평가는 정책입안에 대한 평가와 함께 정책실천 품질에 대한 부분도 중요시 하여야 할 것이다. 셋째, 소방정책의 질을 높이기 위한 소통의 창을 열어야 한다는 것이다. 우선 민․관 협력체계를 구축하고, 정책참여 기회를 확대하는 것은 물론, 선진 소방정책을 벤치마킹하기 위한 소방세계화 정책도 강화하여야 한다. 넷째, 조직효과성을 제고하여야 한다는 것이다. 직렬간의 갈등을 해소하여 상생하는 분위기를 조성하여야 하며, 구성원들이 국가와 국민을 위하여 적극적인 마음가짐으로 일하는 분위기를 정착시켜야 할 것이다. 다섯째, 소방분야의 정책관리 기능을 보강하여야 한다는 것이다. 이를 위하여 정책 전문가의 육성, 정책 담당 조직의 정예화, 기록문화의 정착 등 기반구축을 우선 추진하도록 하여야 할 것이다. 본 연구가 소방정책의 변동요인이라는 범주에 한정되기는 하였지만, 앞으로 소방정책에 대한 관심을 유도하는데 의미 있는 기여를 할 것이라는 측면에서 긍정적 평가도 할 수 있을 것으로 본다. 더불어 본 연구를 계기로 소방정책에 관한 연구가 더 활성화되고, 학자들과 관계 공무원들의 관심이 증대되어 소방행정이 더욱 발전하기를 기대해 본다.

【주요어】소방정책, 정책변동, 소방정책변동요인, AHP | The purpose of this study is to provide findings that could improve quality of fire policies by measuring relative importance of factors changing fire policies. For the purpose, the factors were extracted through literature review, and the relative importance among the factors was measured through an expert opinion survey by using the Analytic Hierarchy Process (AHP). To extract factors of fire policy change, not only were policy change theories and literature reviewed but also the examples of fire policy changes since the establishment of Korean Government were investigated. As a result, 15 factors of fire policy change were sorted out, which were classified again into four categories to construct the evaluation model. To measure the relative importance among the factors of fire policy change, 30 experts divided into two groups were selected and their opinions were investigated. Group I was composed of 15 incumbent university professors who had participated in fire policy processes or had had an experience on fire policy researches. Group II consisted of 15 incumbent, above middle-manager level, fire officials, who had careers in both incident command and fire policy management. Face-to-face interviews to ask their opinions were conducted. The Analytic Hierarchy Process (AHP) was used as an analysis method to evaluate the results. Several things were considered to apply the AHP for this study: the object of this study is a qualitative factor; it can show not only all interviewees’ opinions but also their preference gaps; and it is possible to measure relative importance among the factors and to prioritize them only with a small number of experts’ opinions. The summarized result of this study is as follows: Firstly, for the question to place four categories in order of influence in the change of fire policies, the experts gave the highest response to ‘Disaster and Incident (0.531)’, and ‘External Environment (0.256)’, ‘Internal Environment (0.126)’ and ‘Law and Institution (0.087)’ had responses in order. Secondly, within the categories, both groups took ‘Fire-related Press Report’ as the most important factor for a fire policy change within the ‘External Environment’ category. Nevertheless, they showed a different opinion about the ‘Internal Environment’ category. The experts in Group I and Group II selected ‘Policy Stance of the National Assembly’ and ‘Replacement of Fire Policy Executive Manager’, respectively, as the most important factor. In the ‘Law and Institution’ category, both groups recognized the importance of ‘Enactment, Revision, and Abolishment of Related Laws’. In the ‘Disaster and Incident’ category, both groups thought that ‘Outbreak of Man-made Disaster’ was important. Seen from the groups, the experts in Group I gave high responses in sequence to ‘Outbreak of Man-made Disaster’, ‘Fire-related Press Report’, and ‘Outbreak of Natural Disaster’. In contrast, the experts in Group II orderly awarded high marks to ‘Outbreak of Man-made Disaster’, ‘Replacement of Fire Policy Executive Manager’, and ‘Line-of-duty Death of a Firefighter’. The most interesting thing among the results was that the two groups took directly-opposed answers for some factors that changed fire policies. The experts in Group II put the ‘Replacement of Fire Policy Executive Manager’ category at the second highest position whereas Group I ranked it at the eleventh position. The tendency by Group II seems to be resulted from a thought that not only are fire policy executive managers’ paradigms easy to be reflected in fire policies but also they have an absolute power during the policy implementation process. This tendency is alarming because it might be dysfunction caused by lack of communication resulted from policy monopoly by fire policy executive managers. To sum up the evaluation results, the recognition that the ‘Disaster and Incident’ category had a great deal of influence in fire policy changes reflects current reality of frequent outbreak of disasters and their increased damage. Therefore, managing this category should be the core of fire policy management. In addition, during the implementation of policy processes, a concern should be paid not only to the category that has a higher response but also to the category that has a noticeable difference in recognition of importance. This study is important because of several reasons. Firstly, from the perspective of the object, this study covered factors of fire policy change that had not been dealt yet all around the world. Secondly, from the viewpoint of research methodology, this study extracted factors of fire policy change through objective fact-based materials, and used the AHP as an analysis method. Nevertheless, this study has several limitations: all factors had not been extracted, a subjective judgment was applied during the extraction of factors, the hierarchy of the evaluation model was too simple, etc. Based on findings gained from this study, the policy recommendations were as follows: Firstly, the best virtue of fire policy should be to ensure safety of the people through disaster management. This, as seen from the evaluation result, is not only the major concern of everyone in or out of fire organizations but also the spirit of the Constitution and the Fire Framework Law. Secondly, consistency among fire policies should be maintained to secure not only citizens’ trust on them but also efficiency and stabilization of those policies. A policy manager should not try to make a policy for himself/herself, and an evaluation on him/her should include both a policy itself and the quality of policy implementation. Thirdly, the window of communication should be opened to improve the quality of fire policies. Above all, a private and public governance system should be constructed, and the opportunity to participate in a market should be expanded as well. In addition, the globalization of fire policies should be reinforced to benchmark an advanced country’s fire policy. Fourthly, effectiveness of fire organizations should be improved. A win-win climate should be developed by resolving conflicts among series of class in the National Emergency Management Agency (NEMA), and members of NEMA should settle an atmosphere of hard working with an active mind for this country and people. Fifthly, fire policy management should be greatly strengthened. For this, it is necessary to construct a foundation such as upbringing policy experts, specializing policy organization, rooting a culture of documentation, etc. This study would contribute to the increased interest in fire policies even though it was limited to the factors of fire policy change. Hopefully, this study offers an opportunity to improve fire service administration not only by increasing concerns from scholars and fire officials but also by stimulating studies on fire policies in the future.
