Abstract

In Chapter I, I dealt With the purpose of this study. I gave an outline of the motive from which the social security institutions we have today came to spring up. Here I had it that the appearance of varied social security institutions was due to the loosening effect, which resulted from the formation of metropolises, everybody's placement and the dispersion of residents which would bring about the bread-up of extended family system, speeding up the increment of nuclear families of bond and resonsibility between family members. I put emphasis upon social security policy as a way to cope with such circumstances. For that matter, it is very important what kind of social security policy we ought to make up to maintain more human life, to tackle the problems of privation of disease. In chapter II, I dealt with the theoretical background of social security institutions. I made a survey of the necessity, the constitutionsal conditions as well as the conceptual background of social security in section 1. Next I made a study of the relationships between social security and national economy in section 2. And finally I made a total comparison in institutional differences and similarities between nations known for their social security-U.S.A. Sweden, West Germany, Japan, etc and our country in section 3. In chapter III, I classified Korean social security policy into three fields-social insurance, public support and services for social welfare-and examined the thrust and contents, and the status quo of those fields and had a good grasp of the problems accompanied with them. In chapter IV, I made an attempt at making out a formulation in terms of a basic course and a better plan for social security institutions in existence, the problems I have confirmed in the above Chapter III. My concrete plan for the better is as follows: There must be a. a national awakening to a sense of right, b. an activated measure for non-government insurances, c. the reorganization of administration for public welfare works, d. the creation of professional research agency. Finally in Chapter V, I concluded my study.
