韓國 非行靑少年 豫防政策의 評價에 관한 硏究

Abstract

High growth of our Country by now brought a rapid change of regarding society, Economy, culture, politics, etc. There were many problems occurred according to this situation and it changed the sense of value very rapidly. This tendency influence to the youth without exception and it took effect of materialism: expedient, desire for epicurean, lack of a sense of responsibility, regional discord. Especially, deepening of the gulf between rich and poor which occurred by IMF. Those the things makes deviation of some youth who can not keep his light position. They are so called wrongdoing youth. As we may know, our country's future depends on youth who should have a sense of mission and responsibility for the future. But as time goes by, youth. Crime not only increase much but brutal and ruthless such as murder his parents for only his own desire even though can very hardly see in case of student. We feel very anxious about this matter reach to the retrogress of even moral principle. First of all, better to suggest healing model policy in order to bring up and educate well so not to be a wrongdoing and be a heathy future citizen of out country. Then, check it's problems or an alternative policy. Put the purpose of this evaluation on this regards. The methods of this study extract from a basic statute for the youth, a white paper for the youth which issued by related institution of government report of research institution regarding actual policy and systems for the wrongdoing youth, related thesis from master and decor of the research. And study according to social policy of evaluation model ie. Social allocation, social provision, finance, deliver, etc. Limit of the research is handling wrongdoing youth. But, what is the state of youth criminal and analyze recent trend then evaluate it's cause and point it's problem, suggest it's own betterment. What is the firstm, Evaluation model of limitation for the wrongdoing and regulate and limit for the applicable subject of wrongdoing. For the second, social provision shows it's own Family environment, educational and social environment. For the third, checked the method of delivery of financial resources and showed it's own applicable mechanism. The most important of things for the social reflection is the necessity of family which basic organization of social unit's self - Education endeavor for the organizing beautiful pence by the parents. What should do, points of government's activity, how to prevent wrongdoing youth, is help the youth through enlarging their healthy leisure activity and develope the program of improving their imaginative power and sublimation of potential powers of the youth.
