Abstract

영문초록 수록|Todays, the problem of the aged has become national issue throughout the world. The cohort of the aged has influence upon socioeconomic future of country. The problem of the aged has risen as a significant one among diverse social problems, therefore social welfare policy which tackles this problem has become more important than any other welfare policy. Especially in twentieth century, social welfare policy for the aged has had key status among policy agendas of welfare state. With the rapid economic growth during the past 20 years in Korea, socioeconomic change made the problem of the aged social problem. The legislation of social welfare for the aged in June 1981 reflected this trend. This national measurement against the problem of the elderly represents that we recognizes the significance of this problem, and means that national interaction to the aged begins. This thesis examined the fact that to what extent did social welfare policy for the aged effect income security for the life of the elderly in Korea, through analyzing social welfare policy for the aged intergratively. To attain this purpose analytical framework which developed by Neil Gilbert & Harry Specht for existing social welfare policy for the aged was used in this thesis. That is, complicated Income security policies for the Aged were divided into policies for income security, System of National Welfare Aged Pension, Livelihood Protection System and Reworking. This three was analyzed with four areas that were analytical framework established by Gilbert & Specht, that is, allocation, social provision, finance and delivery system. The contents of this thesis are ; Chapter 1. Introduction 1. Purpose of this study 2. Method and scope of this study Chapter 2. Theoretical background of Income Securing for aged Chapter 3. The status of the Income security policy of the Aged in Korea and significance Chapter 4. Policy orientation of the Income security policy for the Aged in Korea Chapter 5. Conclusion In accordance with outcome, we know that the points at issue to settle for security policy is as folios ; First, The living security for the aged unprovided, and the aged who are benefited from pension system is a small minority. It has serious uneasiness for uneasiness for Security of aged time. Second, Even the living security through the public cooperation work are reaching lower-level than the lowest living cost. Third, this is key point which job training and kind of job suitable for the aged introduce the job to the aged Through manpower Bank. In addition, The financial preparation, efficient resource utility and establishment of distribution system is prerequisite to Income security of Aged. An alternative policy which solve the above mentioned problem is suggested as follows ; First, The prompt enforcement of pension system of people welfare which cover the Aged is suggested. Prior to launch of this system, the retirement allowance as social security and extension of retirement age and activation of social security is discussed. The current system force the aged to retire from 50 to 55 has gap of 5 -10 years for receiving pension. thetefore in order to supplement gap, and guarantee the aged living, Extension of retired age or amendment of retirement system is considered. Second, the government should enforce the pension system which can cover all of the aged. All the enterprise is forced to hire the aged and they have support by government. Third, As for the pretection drive for the poor, the age of the poor who can take the living protection from government should be lowed to 65, so all people can be covered and paid the lowest living cost from government. Fourth, the training for getting job of the Aged is required and the opportunity for trained aged people in getting job should be expanded. To enforce above system, the government should legislate pesent regulation in employment of the aged from obligatory regulation to compulsory regulation and government should support actively the company which employ the Aged.
