Abstract
Beyond a role of passive social welfare system, simply paying unemployment allowance to the unemployed, employment insurance is one of preparatory and positive employment measures performing various supportive business in general to prevent any layoffs, which may be occurred in the process of restructuring in labor market, by helping labors develop their occupational abilities.
The employment insurance which supports unemployment allowance the unemployed in our country was first applied for tile work place where the number of regular employees was more than 30 on July 1, 1995 and expanded to more than 10 on January 1, 1998 and to more than 5 on March 1, 1998.
From October 1, 1998 under IMF austerity, it has extensively gone into effect by expanding to the workplace where the number of regular employees was below 4 and even to temporary and part-time workers as the sentiment of uneasiness toward unemployment followed by economic recession was pervasive.
Our employment policy has been radically changed as we came under IMF austerity. For those who are inevitably being laid-off and/or can't find jobs after graduating from university due to restructuring or down-sizing in business circles, the employment insurance measure should be effectively managed to resolve problems brought by unemployment, which becomes a social problem.
Not all workers massively unemployed due to economic crisis could be benefitted from the employment insurance with short history even though it has been improved and complemented through several revisions. Before being properly rooted after its introduction, it has been swayed due to sudden massive unemployment incident. However, if it's properly rooted in our society wisely overcoming the crisis, it would be a real employment measure well suited to our national situation faster than those of advanced countries performed from long ago.
From July 2001, four social insurances including national pension, medical insurance, workers' accident compensation insurance and employment insurance will be combined into the national pension at the level of establishing social security network and its insurance reimburse rate simplified. However, in case where four insurances are being combined, side effects such as confusion of already settled insurance system and change of fixed insurance reimburse rate are expected.
No other better way would be exist if all the people can get better benefits from the integration of four insurances. But if the integration is made in clumsy and hasty, it would bear worse results than those of current four insurances.
For the time being, improving and complementing weaknesses of four insurances are needed and, at the same time, for ultimate purpose, through preparedness for combining four insurances necessary. The combined insurance should be made into a social insurance, which can cover the people's all demands, fitting in our situation through systematic researching and developing various problems that may be brought in the course of combining insurances by government authorities or officials.
