土地共槪念 擴大導入의 效果 및 改善方案에 관한 硏究

Abstract

In Korea, the government introduced three important systems to enlarge so-called "Public Conception of Land" in 1990. Those were the Development Benefit Absorption, Land Profit Tax, and Land Possession Limits for Housing. The purpose of this study is to review the socio-economic effects and the problems due to the introduction of those systems. The main idea of Public Conception of Land, the circumstance of adoption and the relation to the Constitution were dealt in the second chapter. The third chapter reviews the contents of each system with the concentration on the related laws. The fourth chapter investigates the effects of each system by coparing the situations both before and after the policy intervention. The finding are as follow. First, the land price fell down and the amount of land trade reduced after policy intervention, while the land price had continuously risen before. Second, the equity of land ownership of both individuals and companies were improved. Third, the absorption of the excessive profit from land capital was risen. Fourth, the development of unused land was encouraged. The fifth chapter points out the problems caused by carrying out each system and suggests the solutions for each of them. It is true that the enlarged adoption has confronted a lot of criticism, and the abrogation has been suggested. however, considering the positive effects investigated by this study and the situations like insufficient land and spiral rise of land price, this study suggests that the enlarged adoption of Public Conception of Land should be carried out continuously.
